Resolution No. 430 series of 2024

A RESOLUTION RECOMMENDING TO THE LOCAL CHIEF EXECUTIVE MAYOR ALLAN MARTINE S. DE LEON, MPA THROUGH THE MUNICIPAL PUBLIC SAFETY DEPARTMENT, TO IMPLEMENT VARIOUS TRAFFIC IMPROVEMENT AND LOADING AND UNLOADING SCHEMES AT THE AREA OF TIKLING

WHEREAS, there had been feedback from the riding public regarding the recent changes in the loading and unloading scheme at the area of Tikling, which caused confusion and several complaints among students and senior citizens;

WHEREAS, in a hearing conducted by the Committee on Transportation and Mobility last June 18, 2024, attended by the representatives from the Municipal Public Safety Department, Traffcom, Municipal Planning and Development Office, Barangay representatives, and the riding public, the committee found out that the changes were experimental and was not consulted with the riding public nor announced properly;

WHEREAS, the committee, in consultation with its attendees, recommends the following measures to be adopted by the Local Government Unit through its Municipal Public Safety Department:

a. Utilize the layby area in front of Baptist Bible Seminary Compound and the layby area after KFC Tikling as the loading and unloading zones for passengers of PUVs (except for tricycles). In doing so, strict implementation of the loading and unloading traffic rules shall be implemented to ensure that the bay will not cause traffic in the area of Tikling;
b. Improve loading and unloading signages and include road demarcations for people and for PUVs to improve compliance to assigned zones;
c. Communicate and coordinate with business establishments along Tikling the clearing of their sidewalks, illegal parking and encroachments in front of their facilities, and any other business activity that may obstruct pedestrian and vehicle traffic;
d. Ensure proper coordination between the Public Safety Department and the Planning and Development Office, when implementing new traffic schemes to ensure alignment to existing plans; and
e. Ensure that proper pedestrian safety measures are in place for all assigned loading and unloading stations within the municipality (i.e. cleared, and if possible, covered sidewalk).

WHEREAS, the Local Government of Taytay shall at all times prioritize pedestrians’ safety and convenience, them being the most vulnerable of all road users;

WHEREAS, the LGU is expected to prioritize the publication of its own Local Public Transportation Route Plan so that it can use data and information to ensure efficiency of public transportation within the municipality;

NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, hereby RECOMMENDS TO THE LOCAL CHIEF EXECUTIVE MAYOR ALLAN MARTINE S. DE LEON, MPA THROUGH THE MUNICIPAL PUBLIC SAFETY DEPARTMENT, TO IMPLEMENT VARIOUS TRAFFIC IMPROVEMENT AND LOADING AND UNLOADING SCHEMES AT THE AREA OF TIKLING.

RESOLVED FURTHER, that copies of this Resolution be furnished to the Office of the Municipal Mayor, Municipal Public Safety Department, Municipal Planning and Development Office and to all concerned offices for their information and appropriate action.

ADOPTED, this 10th day of July 2024, 3:50 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
