Resolution No. 576 series of 2025

A RESOLUTION REQUESTING HONORABLE MAYOR ALLAN MARTINE S. DE LEON, MPA TO CREATE A TASK FORCE TO CONDUCT AN IMMEDIATE INSPECTION OF TEXTILE WAREHOUSES WITHIN THE MUNICIPALITY OF TAYTAY

WHEREAS, there are several repo1ts and filed complaints from local manufacturers stating that some textile suppliers and wholesalers engage in garments manufacturing and retail despite the absence of proper permits;

WHEREAS, even if this is permitted, these activities affect local prices of garments as it also promotes predatory pricing;

WHEREAS, local garment manufacturers source their raw materials from these textile suppliers, setting almost the similar standard pricing among local tiangge vendors;

WHEREAS, if textile suppliers choose to engage in garments manufacturing and selling, they can produce items in a much cheaper price, setting prices that cannot be matched by local manufacturers;

WHEREAS, it is reported that textile suppliers utilize Sub-Contracting (SubCon) to produce garments outside of their warehouse, but finished products may be found within warehouses;

WHEREAS, this Body believes that it is imperative for this Local Government to ensure that local garments manufacturers, estimated to be around 5,000 registered businesses are protected from predatory pricing and unfair business practices;

WHEREAS, it is also urgent that inspections be conducted to penalize those without necessary permits (for manufacturing and retail) and prevent unfair business practices;

WHEREAS, it is recommended that this Technical Working Group be composed of the following:

1. Chairperson:
a. The Municipal Mayor
2. Members:
a. Head, Business Processing and Licensing Office
b. Head, Municipal Public Safety Office
c. Head, Municipal Legal Office
d. Head, Local Economic Development Investment Office
e. All Punong Barangays
f. Representative, DTI

NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, hereby REQUESTS HONORABLE MAYOR ALLAN MARTINE S. DE LEON, MPA TO CREATE A TASK FORCE TO CONDUCT AN IMMEDIATE INSPECTION OF TEXTILE WAREHOUSES WITHIN THE MUNICIPALITY OF TAYTAY.

RESOLVED FURTHER, that the copy of this Resolution be forwarded to the Office of the Municipal Mayor and to all concerned for their information and guidance.

ADOPTED, this 26th day of February 2025, 3:58 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
