Ordinance No. 793 series of 2023
AN ORDINANCE DECLARING THE LAST WEEK OF JANUARY OF EVERY YEAR AS BIBLE WEEK IN THE MUNICIPALITY OF TAYTAY, RIZAL, DECLARING THE LAST SATURDAY OF JANUARY OF EVERY YEAR AS THE “TAYTAY DAY OF PRAYER” AND FOR OTHER PURPOSES
WHEREAS, the National Bible Week and National Bible Sunday has been celebrated annually since President Ferdinand E. Marcos issued Presidential Proclamation No. 1923 series of 1979 in recognition of the Bible as an excellent source of principles for development of moral and personal discipline;
WHEREAS, President Corazon C. Aquino likewise issued Proclamation No. 44 series of 1986 in line with the celebration of the bible week and eventually the last week of January become the official date based on President Fidel V. Ramos’ Presidential Proclamation No. 1067 series of 1997 Declaring the Last Week of January of Every Year as National Bible Week;
WHEREAS, the Proclamations of the three former Presidents of the Republic of the Philippines recognized that the national intention be focused on the importance of reading and studying the Bible in molding the spiritual, moral and social fiber of our citizenry;
WHEREAS, the Municipal Government of Taytay has been advocating effective governance and socio-economic development by encouraging all public officials and their constituents to practice sound work ethics, discipline, diplomacy and excellence in being servant-leaders;
WHEREAS, the Local Government Unit of Taytay acknowledges that socio-economic development cannot be fulfilled by material prosperity alone but by enriching the moral and spiritual perspectives of its inhabitants as well, by means of reading, understanding and reflecting on the message of the scriptures in the Bible;
WHEREAS, a community where inhabitants from all denominations have a sound spiritual guidance and moral values shall veer away from corruption, injustice and wrong doings thus effective governance shall be easier to implement and socio-economic development will be faster to achieve;
NOW THEREFORE, BE IT ORDAINED by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, that:
Section 1. The Municipal Government of Taytay hereby declares the Last Week of January of Every Year as the “BIBLE WEEK” in the Municipality of Taytay, Rizal.
Section 2. The Last Saturday of January of Every Year shall be declared as the “TAYTAY DAY OF PRAYER” which shall be the culmination of all the activities within the Bible Week as part of the celebration of Bible Week in the Municipality of Taytay, Rizal. The Kalayaan Park shall be the official venue for this event unless otherwise the Municipal Mayor will select another venue within Taytay.
Section 3. The Bible Week shall be celebrated all throughout the Municipality thru various programs and activities proclaiming the yearly theme of the Bible Week. The Municipal Mayor may assign a section, office, or group to handle the program in coordination with the Ofï¬ce of the Mayor and the Bible Week Celebration steering committee herein created in this Ordinance.
3.1 The Steering Committee shall be composed of the following:
Chair : Municipal Mayor
Vice Chair : Municipal Vice Mayor
Members : Head, Municipal Tourism Office
Chair, Sangguniang Bayan Tourism & Culture Committee
Municipal Administrator
Municipal Budget Officer
Three (3) Representatives from Religious Councils
Any additional members that the Local Chief Executive deems necessary to be included in the steering committee
3.2 The Steering Committee shall have the following functions:
- Recommend programs and activities for the Bible Week celebration.
- Propose activities for the Taytay Day of Prayer.
- Spearhead the implementation of the projects, programs and activities for the Bible Week celebration duly approved by the Municipal Mayor ensuring that both Christians and Non-Christians are encouraged to participate in the planning stage up to the implementation and evaluation phase.
Section 4. All Taytayeños, public and private schools, local government employees and national government agencies assigned in the Municipality of Taytay and all Barangays within the jurisdiction of Taytay, Rizal are encouraged to participate in the Bible Week celebration especially on the Taytay Day of Prayer as culminating activity.
Section 5. The Municipal Government of Taytay shall appropriate necessary funds for the implementation of this Ordinance.
Section 6. If for any reason, any section of this ordinance shall be declared unconstitutional or invalid, other sections which are not affected thereby shall continue to be in effect.
Section 7. This ordinance shall take effect on January 2024 subject to regular posting requirements.
