Resolution No. 294 series of 2023

A RESOLUTION REQUESTING THE HONORABLE MAYOR ALLAN MARTINE S. DE LEON MPA TO STRICTLY IMPLEMENT THE PROVISIONS OF SECTION 15 OF ORDINANCE NO. 12 SERIES OF 2019 OTHERWISE KNOWN AS THE 2019 TAYTAY PUBLIC MARKET CODE BY PROHIBITING THE CONSTRUCTION OF MAKESHIFT STALLS, PUSHCARTS, AMBULANT VENDORS AND THE LIKE WITHIN FIFTY METERS FROM THE PERIMETER OF THE OF THE PUBLIC MARKET

WHEREAS, numerous complaints were made by legitimate stall holders and vendors of established tiangges of this municipality regarding the proliferation of illegal or makeshift stalls, pushcarts, ambulant vendors and that greatly affected their businesses resulting in their loss of income;

WHEREAS, an en banc hearing regarding this issue was conducted by the Sangguniang Bayan and one of the recommendation was to create a task force during the holiday seasons or other events that will attract the influx of buyers that will focus on the established and designated places of tiangge vendors;

WHEREAS, the task force should be mindful of the provisions of Section 15 of Ordinance No. 12 Series of 2019 or the 2019 Taytay Public Market Code that “In accordance with the policy of extending assistance and support to legitimate stall lessees or vendors, all areas including streets, sidewalks, vacant lots, whether private or public, situated within fifty (50) meters from the perimeter of the public market are prohibited vending zones. No makeshift stalls, pushcarts, ambulant vendors and the like shall be allowed within the prohibited vending zones”;

WHEREAS, strictly implementing the abovementioned section of the Market Code may prevent or lessen the proliferation of illegal vendors at the roads, sidewalks, streets or vacant lots or any other place near established tiangges that are within the prohibited vending zones as provided in the Market Code;

NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in session duly assembled, to REQUEST THE HONORABLE MAYOR ALLAN MARTINE S. DE LEON MPA TO STRICTLY IMPLEMENT THE PROVISIONS OF SECTION 15 OF ORDINANCE NO. 12 SERIES OF 2019 OTHERWISE KNOWN AS THE 2019 TAYTAY PUBLIC MARKET CODE BY PROHIBITING THE CONSTRUCTION OF MAKESHIFT STALLS, PUSHCARTS, AMBULANT VENDORS AND THE LIKE WITHIN FIFTY METERS FROM THE PERIMETER OF THE OF THE PUBLIC MARKET.

RESOLVED FURTHER, that copies of this Resolution be forwarded to the Office of the Municipal Mayor and all other concerned Offices for their information and appropriate action.

ADOPTED, this 4th day of October 2023, 5:47 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
