Ordinance No. 816 series of 2024

AN ORDINANCE AMENDING ORDINANCE NO. 757 SERIES OF 2022, GRANTING SUBSIDY TO FRESH GRADUATES FROM TAYTAY PUBLIC AND PRIVATE SENIOR HIGH SCHOOLS TAKING COMPETENCY ASSESSMENT FOR NATIONAL CERTIFICATE SEEKING FOR EMPLOYMENT, PROVIDING FUNDS THEREFOR AND FOR OTHER PURPOSES


WHEREAS, Section 16 of the Local Government Code mandates local government units to promote the general welfare of the people thru measures geared towards accelerating economic development and upgrading the quality of life for the people in the community; and shall “enhance economic prosperity…” and “promote full employment among their residents…”;

WHEREAS, Senior High School graduates can strengthen their employment eligibility by obtaining a National Certificate that has been a criterion for many employers in hiring a fresh graduate, wherein the certification would imply that the aspiring workers have met defined competency standards needed in the company being applied at;

WHEREAS, a number of new graduates, year after year, do not have the means to pay for an assessment for them to be a National Certificate (NC) holder which is important in certifying the skills that Senior High School graduates possess thus providing them better opportunities to be gainfully employed;

WHEREAS, it is part of the thrust of the Local Government of Taytay to provide opportunities for reputable employment for its constituents geared towards the betterment of the community in general; thus, there is a need to design a sustainable subsidy program for the aforementioned assessment;

NOW THEREFORE, BE IT ENACTED by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, that:

Section 1. Short Title - This Ordinance shall be known as the “Free Competency Assessment for National Certificate for Senior High School Students from Taytay”.

Section 2. Definition of Terms - as used in this Ordinance, the following shall mean:

a. Applicant - the Grade 12 Graduate / Senior High School Completer from any Public and Private Senior High School.
b. Assessment - the Competency Assessment for National Certificate done by TESDA accredited personnel
c. Assessment Fee - total cost based on the course the graduate will be assessed
d. Graduate - a person who has received a diploma upon completing all the requirements of Senior High School of the current academic year
e. NC - National Certificate issued to passers of competency assessment which TESDA has a registry of certified workers
f. Senior High School - this shall refer to the Public and Private Senior High Schools under DepEd within the bounds of Taytay, Rizal
g. Senior High School Students - Grade 12 Students of any Public and Private Senior High School operating in Taytay
h. Strand - degree-specific courses for the Academic track in senior high school aims to prepare students to more advanced university courses
i. Subsidy - the financial assistance that will be bestowed by the Municipal Government of Taytay to qualified Senior High School graduates as full payment for the competency assessment for National Certificate

Section 3. Qualifications and Requirements

d. The subsidy program on Competency Assessment for National Certificate shall be open to deserving bona fide residents of Taytay who are fresh graduates from any Public and Private Senior High Schools seeking employment.
e. The Applicant for the subsidy program shall be officially included in the list of Graduates / Grade 12 completers of the Public and Private Senior High School he/she is enrolled in.
f. The Applicant can only apply for the subsidy on the same academic year as his/her graduation / completion of the K-12 program from any public and private senior high school in Taytay.
g. The Applicant can only avail of the subsidy once regardless of the result of the assessment.
h. The Applicant must pass the Self-Assessment Guide (SAG) from TESDA before applying for the subsidy.
i. The Applicant shall submit his/her application to the NC Subsidy Committee Secretariat free of charge.
j. Recommendation from the School Head.

Section 4. Funding Source - For this purpose, the Municipal Government of Taytay shall appropriate the amount of a minimum of Php 200,000.00 lodged under the Public Employment Services Office (PESO) as provision of financial support for employment or higher annually from the General Fund appropriated under the Public Employment Services Office.

The Municipality, upon the recommendation of the NC Subsidy Committee or the Public Employment Services Office (PESO) may increase the appropriated funds when deemed necessary.

Section 5. The National Certificate Subsidy Committee (NCSC) - The Local Chief Executive shall form an NC Subsidy Committee composed of the following:

a. One representative designated by the Municipal Mayor
b. One representative from the Local School Board
c. One representative from Taytay Youth Development Office
d. One representative from each Public Senior High School operating in Taytay
e. One representative from the Taytay GPTA Federation - Senior High School level
f. Representative from the Public Employment Services Office
g. Representatives from Private Senior High Schools operating in Taytay
h. Legal Officer

The committee shall be responsible for the application process and screening of the applicants and shall recommend to the Local Chief Executive the approval of the subsidy beneficiaries.

The NCSC has the discretion to screen possible beneficiaries.

The Public Employment Services Office or PESO shall serve as the Secretariat of the NC Subsidy Committee since it has a physical office within the Municipal Hall that will link the workforce to the possible employers.

The NCSC or PESO shall coordinate with TESDA regarding the implementation of this Ordinance.

Section 6. Priority Applicants - Applicants who have “Requirement Slip” from possible employers are to be prioritized in this Ordinance.

Section 7. Implementing Rules and Regulation (IRR) - The IRR shall be prepared by the NC Subsidy Committee and shall be submitted to the Municipal Mayor for his approval prior to its implementation.

Section 8. Repealing Clause - All Ordinances contrary to this Ordinance are hereby repealed accordingly.

Section 9. Effectivity Clause - This Ordinance shall take effect ten (10) days after its approval.

ENACTED, this 31st day of July 2024, 2:44 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
