Resolution No. 331 series of 2023
A RESOLUTION RESPECTFULLY REQUESTING HIS EXCELLENCY PRESIDENT FERDINAND ROMUALDEZ MARCOS JR. TO DECLARE, BY VIRTUE OF A PRESIDENTIAL PROCLAMATION, FEBRUARY 19, 2024 AS A SPECIAL NON-WORKING HOLIDAY FOR THE MUNICIPALITY OF TAYTAY, RIZAL IN CELEBRATION OF ITS “ARAW NG PASASALAMAT”: HAMAKA FESTIVAL
WHEREAS, the whole Municipality of Taytay traditionally celebrates the “Araw ng Pasasalamat” every third week of February to give thanks for the bountiful harvest for the past year and celebrate the week long HAMAKA Festival derived from the word HAMMOCK or duyan, that according to narratives, even our National Hero, Dr. Jose Rizal would ride alongside his mother, Teodora, from Taytay to Antipolo; the Festival promotes the products and culture of Taytay; HA for Hamba, Ma for Makina and KA for Kasuotan which made the Municipality earn the moniker as the Garments and Woodwork Capital of the Philippines;
WHEREAS, historically, the third week of February has been commemorated by the people of Taytay, Rizal as reflected in several Sanggunian Resolutions dating back to 1945; when the 23rd of February was designated as the Town Fiesta; In 1950, the 20th of February was declared as the day of the Fiesta and in 1952, the celebration was set on the February 22nd, 23rd and 24th of February;
WHEREAS, on January 10, 1960 the Alkalde Municipal and the “Poder ng Barrios” conveyed to the Concejo Municipal their prayer to adopt a resolution declaring the 3rd Sunday of February of every year as the celebration of the Town Fiesta or Pista ng Bayan and that the Monday succeeding the town Fiesta was declared as a holiday in the Municipality;
WHEREAS, on January 14, 1975, a resolution was adopted in determining the date of the Town Fiesta and the manner of its celebration to be in consonance with the policy of the National Government to refrain from lavish spending on Fiesta and instead promote culture and agro-industrial fairs; and uphold the previous resolutions of the past council setting the date of the town Fiesta every third Sunday of February as the Thanksgiving Day for the Liberation of the town from the Japanese occupation;
WHEREAS, the National Historical Commission, in its Letter dated 21 Feb 2016 signed by then OIC-Chairperson Rene R. Escalante states that “the Araw ng Pasasalamat: HAMAKA FESTIVAL was organized for the purpose of preserving and promoting the woodworks and garments industry of Taytay” and that “considering that the proposed declaration is based on cultural practice”, they “do not object to its declaration as a special non-working holiday in the Taytay, Rizal”;
WHEREAS, declaring February 19, 2024 as a Non-Working Holiday in the whole Municipality will give all the Taytayeños the opportunity to celebrate and participate fully in the new-normal festivities and thanksgiving especially the students, teachers, Government and Non-Government employees working in Taytay, Rizal;
WHEREAS, last year, President Ferdinand R. Marcos, Jr. thru Executive Secretary Lucas Bersamin issued Proclamation No. 138 Series of 2023 declaring a Special Non-working Holiday in the Municipality of Taytay for its HAMAKA Festival 2023 in response to a resolution with a similar request by the LGU of Taytay;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, hereby RESPECTFULLY REQUESTS HIS EXCELLENCY PRESIDENT FERDINAND ROMUALDEZ MARCOS JR. TO DECLARE, BY VIRTUE OF A PRESIDENTIAL PROCLAMATION, FEBRUARY 19, 2024 AS A SPECIAL NON-WORKING HOLIDAY FOR THE MUNICIPALITY OF TAYTAY, RIZAL IN CELEBRATION OF ITS “ARAW NG PASASALAMAT”: HAMAKA FESTIVAL.
RESOLVED FURTHER, that copies of this Resolution and previous Presidential Proclamations issued by Malacañang, as reference, be furnished to the Office of the President and all concerned for their perusal and kind consideration.
ADOPTED, this 1st day of December 2023, 2:36 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
