A RESOLUTION AUTHORIZING THE MUNICIPAL MAYOR, ALLAN MARTINE S. DE LEON, MPA, TO ENTER INTO CONTRACTS OF USUFRUCT FOR THE MUNICIPAL GOVERNMENT OF TAYTAY, PROVINCE OF RIZAL, WITH THE DEPARTMENT OF EDUCATION REPRESENTED BY ITS SCHOOLS DIVISION SUPERINTENDENT, DORIS DJ. ESTALILLA, CESO V
WHEREAS, Article XIV, Section 1 of the 1987 Constitution mandates the State to “protect and promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all”;
WHEREAS, the Department of Education is mandated to “provide for the establishment and maintenance of a complete, adequate, and integrated system of basic education relevant to the goals of national development”;
WHEREAS, the Municipal Government of Taytay holds ownership to certain parcels of land consisting, together with all improvements thereon, situated in the Municipality of Taytay, Province of Rizal, where Elementary and Secondary Schools operated by the Department of Education were constructed;
WHEREAS, the Municipal Government, being one with the goal of the Department of Education to provide quality education to all Taytayeños is willing to give the authority to the Department of Education to voluntarily and responsibly use, by way of usufruct, the said properties, together with all the buildings, and improvements found therein, free from all liens, encumbrances, and charges;
WHEREAS, the list of public schools under the jurisdiction of Taytay that intends to be included in the contracts of usufruct respectively are as follows:

WHEREAS, consistent with the goal of providing Serbisyong May Ngiti to all Taytayeños, the signing of the Usufruct Agreement will strengthen the cause of education for all Taytayeño students;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, hereby AUTHORIZES THE MUNICIPAL MAYOR, ALLAN MARTINE S. DE LEON, MPA, TO ENTER INTO CONTRACTS OF USUFRUCT FOR THE MUNICIPAL GOVERNMENT OF TAYTAY, PROVINCE OF RIZAL, WITH THE DEPARTMENT OF EDUCATION REPRESENTED BY ITS SCHOOLS DIVISION SUPERINTENDENT, DORIS DJ. ESTALILLA, CESO V.
RESOLVED FURTHER, that copies of Usufructs entered into by the Mayor and DepEd be furnished to the Sangguniang Bayan for records purposes and for information purposes.
RESOLVED FURTHERMORE, that copies of this Resolution be forwarded to the Office of the Municipal Mayor, and all concerned offices in the Municipal Government of Taytay.
ADOPTED, this 20th day of November 2024, 2:14 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
