A RESOLUTION AUTHORIZING THE MUNICIPAL MAYOR, ALLAN MARTINE S. DE LEON, MPA, TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH DEPARTMENT OF SCIENCE AND TECHNOLOGY-REGIONAL OFFICE CALABARZON, REPRESENTED BY THE REGIONAL DIRECTOR, FOR THE INNOVATION, SCIENCE AND TECHNOLOGY FOR ACCELERATING REGIONAL TECHNOLOGY-BASED DEVELOPMENT (“ISTART”) AND THE SMART AND SUSTAINABLE COMMUNITIES (“SMART”) PROGRAMS IN THE MUNICIPALITY OF TAYTAY, PROVINCE OF RIZAL, AND FOR OTHER RELATED PURPOSES
WHEREAS, Article II, Section 17, of the 1987 Constitution provides that, “[t]he State shall give priority to education, science and technology, arts, culture, and sports to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development”;
WHEREAS, Article XIV, Section 10, of the 1987 Philippine Constitution Section 10 provides that, “[s]cience and technology are essential for national development and progress. The State shall give priority to research and development, invention, innovation, and their utilization; and to science and technology education, training, and services. It shall support indigenous, appropriate, and self-reliant scientific and technological capabilities, and their application to the country's productive systems and national life”;
WHEREAS, Section 16 of Republic Act (“R.A.”) No. 7160, otherwise known as the Local Government Code states that, “[e]very local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare”;
WHEREAS, the Municipal Government of Taytay, Province of Rizal, in line with its commitment to implementing inclusive and transformative projects focused on sustainable development acknowledges the initiative of science and technology experts in the delivery of scientific and technological services, establishment and collaboration with relevant entities to ensure utilization of research results by end-users, industry and general public;
WHEREAS, the Provincial Government of Rizal has reinforced its commitment to this initiative by signing a Memorandum of Agreement (“MOA”) with Department of Science and Technology-Regional Office Calabarzon, which aims to provide accelerating growth in science technology and innovation;
WHEREAS, the Municipal Government of Taytay, Province of Rizal, is steadfast in its commitment to fostering and promoting opportunities for all Taytayeño constituents relating to innovative growth in science and technology;
WHEREAS, the Municipal Government of Taytay, Province of Rizal, in coordination with the Department of Science and Technology-Regional Office Calabarzon, shall further facilitate the implementation of this program;
WHEREAS, consistent with the goal of providing “Serbisyong May Ngiti” to all Taytayeños, the signing of the Memorandum of Agreement with Department of Science and Technology-Regional Office Calabarzon will further reinforce the Municipality’s mission to implement programs and initiatives that will benefit all its constituents;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, hereby AUTHORIZES THE MUNICIPAL MAYOR, ALLAN MARTINE S. DE LEON, MPA, TO ENTER INTO A MEMORANDUM OF AGREEMENT WITH DEPARTMENT OF SCIENCE AND TECHNOLOGY-REGIONAL OFFICE CALABARZON, REPRESENTED BY THE REGIONAL DIRECTOR, FOR THE INNOVATION, SCIENCE AND TECHNOLOGY FOR ACCELERATING REGIONAL TECHNOLOGY-BASED DEVELOPMENT (“iSTART”) AND THE SMART AND SUSTAINABLE COMMUNITIES (“SMART”) PROGRAMS IN THE MUNICIPALITY OF TAYTAY, PROVINCE OF RIZAL.
RESOLVED FURTHER, that the executed Memorandum of Agreement be ratified by the Sangguniang Bayan and filed by the Sangguniang Bayan Secretariat.
RESOLVED FINALLY, that a copy of this Resolution shall be forwarded to the Office of the Municipal Mayor, and all concerned offices in the Municipal Government of Taytay.
ADOPTED, this 18th day of September 2024, 3:23 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
