Resolution No. 423 series of 2024

A RESOLUTION AUTHORIZING THE MUNICIPAL MAYOR ALLAN MARTINE S. DE LEON, MPA, VICE MAYOR SOPHIA PRISCILLA L. CABRAL, MUNICIPAL ADMINISTRATOR ATTY. ALDRICK DAVEN M. MENDOZA, AND MUNICIPAL TREASURER HERLITO A. BASCO, TO SIGN FOR AND ON BEHALF OF THE MUNICIPAL GOVERNMENT OF TAYTAY, ALL WARRANTS DRAWN WITH THE ACCOUNT CORRESPONDING TO THE EXECUTIVE AND LEGISLATIVE DEPARTMENT MAINTAINED BY THE MUNICIPAL GOVERNMENT OF TAYTAY WITH PHILIPPINE VETERANS BANK – TAYTAY BRANCH, AND FOR OTHER PURPOSES

WHEREAS, Section 16 of the Republic Act (“R.A.”) No. 7160, otherwise known as the Local Government Code of 1991, states that, “[e]very local government unit shall exercise the power expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient governance, and those which are essential to the promotion of the general welfare”;

WHEREAS, the Section 444(b)(1)(vi) of R.A. No. 7160, provides that the Municipal Mayor, upon authorization by the Sangguniang Bayan, may represent the municipality in all its business transaction and sign on its behalf all bonds, contracts, and obligations, and such other documents made pursuant to law or ordinance;

WHEREAS, the Municipal Government of Taytay maintains funds and accounts with the Philippine Veterans Bank – Taytay Branch corresponding to the Executive and Legislative department, including the payroll of Municipal Government of Taytay employees;

WHEREAS, in order to immediately implement the programs of the Municipal Government of Taytay and the exigent delivery of basic services to all Taytayeños, there is a need to authorize local government officials and personnel to sign for and on behalf of the Municipal Government of Taytay, all warrants drawn with the account corresponding to the executive and legislative department maintained with the Philippine Veterans Bank – Taytay Branch;

WHEREAS, consistent with the goal of providing Serbisyong May Ngiti to all Taytayeños through prompt and utmost public service, this Sangguniang Bayan Resolution is being issued;

NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, hereby AUTHORIZES THE MUNICIPAL MAYOR ALLAN MARTINE S. DE LEON, MPA, VICE MAYOR SOPHIA PRISCILLA L. CABRAL, MUNICIPAL ADMINISTRATOR ATTY. ALDRICK DAVEN M. MENDOZA, AND MUNICIPAL TREASURER HERLITO A. BASCO, TO SIGN FOR AND ON BEHALF OF THE MUNICIPAL GOVERNMENT OF TAYTAY, ALL WARRANTS DRAWN WITH THE ACCOUNT CORRESPONDING TO THE EXECUTIVE AND LEGISLATIVE DEPARTMENT MAINTAINED BY THE MUNICIPAL GOVERNMENT OF TAYTAY WITH PHILIPPINE VETERANS BANK – TAYTAY BRANCH, AND FOR OTHER PURPOSES.

RESOLVED FURTHER, that copies of this Resolution be furnished to all Offices concerned for their information and appropriate action.

ADOPTED, this 10th day of July 2024, 3:46 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
