A RESOLUTION AUTHORIZING OUR LOCAL CHIEF EXECUTIVE, HON. ALLAN MARTINE S. DE LEON, MPA, TO NEGOTIATE, SIGN AND ENTER INTO A MEMORANDUM OF AGREEMENT (MOA) IN BEHALF OF THE MUNICIPALITY OF TAYTAY, RIZAL WITH THE RIZAL PROVINCIAL GOVERNMENT, REPRESENTED HEREIN BY OUR PROVINCIAL GOVERNOR, HON. NINA RICCI A. YNARES FOR MEDICAL ASSISTANCE AND SERVICES OF IDENTIFIED INDIGENT PATIENTS IN THE RIZAL PROVINCIAL HOSPITAL SYSTEM AND CASIMIRO A. YNARES SR. MEMORIAL HOSPITAL
WHEREAS, under the Local Government Code of 1991 otherwise known as the Republic Act No. 7160, provides that every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate or incidental for its efficient and effective governance, those which are essential to the promotion of the general welfare and shall endeavor to be self-reliant to continue in exercising their powers and discharging their duties and functions vested upon them;
WHEREAS, based on the 1987 Philippine Constitution, provides that the State shall adopt an integrated and comprehensive approach to health development which shall endeavor to make essential goods, health and other social services available to all the people at affordable cost and shall give priority for the needs of the under-privileged, sick, elderly, disabled, women, and children;
WHEREAS, based on the Universal Health Care Act also known as Republic Act No. 11223, states that the health care model that provides all Filipinos access to a comprehensive set of quality and cost-effective, promotive, preventive, curative, rehabilitative and palliative health services without causing financial hardship, and prioritizes the needs of the population who cannot afford such services;
WHEREAS, the Municipal Government of Taytay, Rizal recognizes the need to provide adequate medical assistance to its constituents, particularly those who are underprivileged and in need of financial support for healthcare services;
WHEREAS, the Rizal Provincial Government, through the Rizal Provincial Hospital System and Casimiro A. Ynares Sr. Memorial Hospital, provides quality healthcare services to residents of the province, including those from the Municipality of Taytay;
WHEREAS, there is a need to formalize the partnership between the Municipal Government of Taytay and the Rizal Provincial Government through a Memorandum of Agreement (MOA) to ensure the efficient delivery of medical assistance to qualified beneficiaries;
WHEREAS, Municipal Government of Taytay, Rizal in the interest of public service shall allocate fund for health and medical assistance, and services for the benefit of indigent patients and to identify and recommend in writing the indigent patients who may avail of the medical assistance and address the said recommendation letter to the Chief of the Hospital;
WHEREAS, the Rizal Provincial Government as part of their enhancement in health services, agreed to make the Rizal Provincial Hospital System and Casimiro A. Ynares Sr. Memorial Hospital available to its services and facilities for medical assistance to those identified indigent patients;
WHEREAS, the Memorandum of Agreement (MOA) outlined the other terms and conditions of the partnership, including the allocation and utilization of funds, the scope of medical assistance, and the responsibilities of both parties;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, hereby AUTHORIZES OUR LOCAL CHIEF EXECUTIVE, HON. ALLAN MARTINE S. DE LEON, MPA, TO NEGOTIATE, SIGN AND ENTER INTO A MEMORANDUM OF AGREEMENT (MOA) IN BEHALF OF THE MUNICIPALITY OF TAYTAY, RIZAL WITH THE RIZAL PROVINCIAL GOVERNMENT, REPRESENTED HEREIN BY OUR PROVINCIAL GOVERNOR, HON. NINA RICCI A. YNARES FOR MEDICAL ASSISTANCE AND SERVICES OF IDENTIFIED INDIGENT PATIENTS IN THE RIZAL PROVINCIAL HOSPITAL SYSTEM AND CASIMIRO A. YNARES SR. MEMORIAL HOSPITAL.
RESOLVED FURTHER, that the signed Memorandum of Agreement shall be ratified by the members of the Sangguniang Bayan before its full implementation.
RESOLVED FURTHERMORE, that copies of this Resolution be furnished to the Rizal Provincial Government and other concerned offices for their information and appropriate action.
