Resolution No. 580 series of 2025

A RESOLUTION AUTHORIZING THE MUNICIPAL MAYOR, HON. ALLAN MARTINE S. DE LEON, MPA, TO SIGN AND ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE ICCT COLLEGES FOUNDATION INC., REPRESENTED BY THEIR PRESIDENT, DR. VIVIEN COSAY, FOR THE LOCAL GOVERNMENT UNIT SCHOLARSHIP PROGRAM IN THE MUNICIPALITY OF TAYTAY, PROVINCE OF RIZAL, AND FOR OTHER PURPOSES

WHEREAS, Article XIV, Section 1 of the Philippine Constitution states that, “the State shall protect and promote the right of all citizens to quality education at all levels, and shall take appropriate steps to make such education accessible to all”;

WHEREAS, Republic Act No. 10931, otherwise known as the Universal Access to Quality Tertiary Education Act, further reinforces the commitment of all government levels to make education accessible and affordable, thereby complementing the initiatives of local government units in promoting educational opportunities;

WHEREAS, pursuant to the provisions of the Local Government Code of 1991, the Sangguniang Bayan has the authority to grant authorization to the Municipal Mayor to enter into agreements on behalf of the local government;

WHEREAS, the Municipality of Taytay recognizes the importance of education as a fundamental right and a key factor in sustainable development and poverty alleviation;
WHEREAS, the ICCT Colleges Foundation Inc. is a recognized higher education institution that offers quality education and scholarship programs for students who wish to pursue higher learning;

WHEREAS, to formalize the partnership between the Municipality of Taytay and ICCT Colleges, Foundation Inc., there is a need to enter into a Memorandum of Agreement outlining the terms and conditions of the LGU Scholarship Program;

WHEREAS, consistent with the goal of providing “Serbisyong May Ngiti” to all Taytayeños, the signing of the Memorandum of Agreement with the ICCT Colleges Foundation Inc. will further reinforce the Municipality’s mission to implement programs and initiatives that will benefit its constituents;

NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, hereby AUTHORIZES THE MUNICIPAL MAYOR, HON. ALLAN MARTINE S. DE LEON, MPA, TO SIGN AND ENTER INTO A MEMORANDUM OF AGREEMENT WITH THE ICCT COLLEGES FOUNDATION INC., REPRESENTED BY THEIR PRESIDENT, DR. VIVIEN COSAY, FOR THE LOCAL GOVERNMENT UNIT SCHOLARSHIP PROGRAM IN THE MUNICIPALITY OF TAYTAY, PROVINCE OF RIZAL, AND FOR OTHER PURPOSES.

RESOLVED FURTHER, that the copy of this Resolution shall be forwarded to the Office of the Municipal Mayor and to all concerned for their information and guidance.

ADOPTED, this 5th day of March 2025, 2:07 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
