Ordinance No. 846 series of 2025
AN ORDINANCE PROVIDING CASH ALLOWANCE TO ALL WORK IMMERSION STUDENTS ENROLLED IN ALL PUBLIC HIGH SCHOOLS IN THE MUNICIPALITY OF TAYTAY, RIZAL
WHEREAS, Article 14, Section 1 of the 1987 Philippine Constitution provides for the protection and promotion of the rights of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all;
WHEREAS, the Department of Education has issued DepEd Order No. 30 s. 2017 as a guideline requiring all Senior High School students to render at least 80-hour Work Immersion as one of the grade requirements for graduation;
WHEREAS, some students who are enrolled in public schools in Taytay, Rizal are experiencing financial difficulties throughout their immersion due to additional personal expenses such as transportation and food, work-related expenses and safety equipment such as boots and safety glasses for TVL students who immerse under manufacturing or industrial companies;
WHEREAS, the Local Government Unit of Taytay deems it fitting to give financial aid through a one-time cash allowance to students undergoing work immersion as part of their requirements in their respective public schools in Taytay to help ease the burden of expenses to the students and their parents;
NOW THEREFORE, BE IT ORDAINED, by the 12th Sangguniang Bayan of Taytay, that:
Section 1. Title - This Ordinance shall be known as the “Taytay Work Immersion Allowance Ordinance of 2025”.
Section 2. Declaration of Policy - It is the declared policy of the Local Government Unit of Taytay to put education as one of its priorities as part of its holistic effort of developing its youth towards community building and future productive citizens of the nation.
Section 3. Qualification - All Grade 12 students currently enrolled in DepEd Taytay Sub-office supervised high schools undergoing work immersion program shall be eligible as beneficiaries of this allowance program, subject to verification by the Taytay Youth Development Office (TYDO).
Section 4. List of Qualified Recipients - The list of qualified Grade 12 student-beneficiaries of this allowance program shall be submitted to the TYDO by the immersion coordinators of every DepEd Taytay High Schools. The list shall be duly approved by the Public School District Supervisor and shall be submitted to TYDO immediately after the start of classes of every academic year.
Section 5. Amount of Cash Allowance - The amount of the one-time cash allowance for each qualified recipient shall not be less than Php 1,000.00 and may be increased subject to availability of funds.
Section 6. Funding - The funding for this Ordinance shall be sourced from the Annual Budget under the General Fund of this Municipality subject to applicable laws, auditing rules and regulations.
Section 7. Implementing Arm - The Taytay Youth Development Office in coordination with the Office of the Mayor shall be the department in charge of the distribution and implementation of this Ordinance. The TYDO shall formulate a distribution process that shall be convenient to the recipients. The distribution of the allowance shall be in a timely manner preferably before the start of the work immersion.
Section 8. Repealing Clause - All ordinances, rules, regulations, issuances or parts thereof, in conflict with, or contrary to the provisions of this Ordinance is hereby repealed or modified accordingly.
Section 9. Separability Clause - If any provision of this Ordinance is found to be inconsistent with any law, other provision/s or part/s thereof not so affected shall remain in full force and effect.
Section 10. Effectivity Clause - This Ordinance shall take effect fifteen (15) days after its posting in conspicuous places and in the local bulletin board.
