Ordinance No. 815 series of 2024
AN ORDINANCE APPROVING SUPPLEMENTAL BUDGET NO. 1 AMOUNTING TO NINETY-EIGHT MILLION EIGHT HUNDRED FIVE THOUSAND FIFTY-FIVE PESOS AND 27/100 (PHP 98,805,055.27) TO FUND PRIORITY PROGRAMS, PROJECTS AND ACTIVITIES OF THE MUNICIPAL GOVERNMENT OF TAYTAY
WHEREAS, Ordinance No. 801 s. 2023 was enacted to appropriate the amount of One Billion Seven Hundred Twenty Million Six Hundred Ninety-Five Thousand Two Hundred Twenty-Two Pesos and Seventy-Five Centavos (Php 1,720,695,222.75) as the Annual Budget of the Municipality of Taytay, Province of Rizal for the Fiscal Year 2024 and Other Purposes;
WHEREAS, Ordinance No. 806 series of 2024 enacted the reversion of prior years’ accounts payable of the Municipality of Taytay in the amount of Php 10,703,510.69 and is now available for Supplemental Appropriation;
WHEREAS, Resolution No. 416 series of 2024 or Resolution Approving and Ratifying the Taytay Development Council (TDC) Resolution No. 2024 - 002 Entitled: “A Resolution Reversing the Continuing Appropriation and Allocating the Funds Thereof and the 2023 surplus under the 20% Development Fund to Fund Various Projects / Programs for the Municipality” amounting to Thirty-Eight Million Two Hundred Seven Thousand Three Hundred Fifty-Seven Pesos and Sixty-Eight Centavos (PHP 38,207,357.68);
WHEREAS, the 12th Sangguniang Bayan had passed Ordinance No. 814 series of 2024, approving the reversion of Continuing Appropriation amounting to Twenty-Five Million One Hundred Eighty-Seven Thousand Five Hundred Three Pesos and Seventy-Eight Centavos (Php 25, 187,503.78) of the Municipal Government of Taytay, as one of its Source of Fund;
WHEREAS, the Sangguniang Panlalawigan through the Provincial Finance Committee report dated March 8, 2024, on SP Resolution 242, s. 2024 recommended the appropriation of the excess 2024 actual National Tax Allocation (NTA) versus the estimated amount in the 2024 Annual Budget of Taytay, Rizal;
WHEREAS, the Municipal Accountant attested that there are unappropriated surplus and savings from current appropriations that are available for Supplemental Appropriation to support the Taytay Senior Citizens Cash Gift Ordinance and priority projects, program and activities of Municipal Government of Taytay;
WHEREAS, it is imperative for the Sangguniang Bayan to approve the Supplemental Budget No. 01 amounting to Ninety-Eight Million Eight Hundred Five Thousand Fifty-Five Pesos and 27/100 (Php 98,805,055.27) for the fiscal year 2024 to ensure the implementation of priority programs, projects and activities of the Municipal Government of Taytay;
NOW THEREFORE, BE IT ORDAINED, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled that:
Section 1. Appropriation - The amount of Ninety-Eight Million Eight Hundred Five Thousand Fifty-Five Pesos and 27/100 (Php 98,805,055.27) is hereby appropriated as integral part of the General Fund Budget for the year 2024 by way of Supplemental Budget No. 01.
The budget documents consisting of the following are incorporated herein and made as integral part of this Ordinance:
1. Statement of Funding Sources signed by the Municipal Treasurer and Municipal Accountant
2. Statement of Supplemental Appropriation signed by the Municipal Mayor and the Municipal Budget Officer
Section 2. Source of Fund - The source of fund for Supplemental Budget No. 01 is as follows:

Savings from Current Appropriation 36,722,412.60
Total Available for Supplemental Appropriation 98,805,055.27

Section 4. Compliance with Applicable Laws - Disbursement of these funds is subject to the usual accounting and auditing rules and regulations.
Section 5. Separability Clause - If for any reason, any section or provision of this Ordinance is declared to be unconstitutional or invalid, all other provisions hereof which are not affected thereby shall continue to be in full force and effect.
Section 6. Effectivity Clause - This Ordinance shall take effect immediately upon its approval.
