Ordinance No. 794 series of 2023
AN ORDINANCE GRANTING CASH INCENTIVES TO QUALIFIED TAYTAYEÑOS WHO PASSED THEIR RESPECTIVE NATIONAL BOARD / BAR / LICENSURE EXAMINATIONS
WHEREAS, Article II, Section 13 of the 1987 Constitution provides that “The State shall give priority to education, science and technology, arts, culture, and sports to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development”;
WHEREAS, Section 16 of the Local Government Code provides that “Every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare. Within their respective territorial jurisdictions, local government units shall ensure and support, among other things xxx enhance the right of the people to a balanced ecology, encourage and support the development of appropriate and self-reliant scientific and technological capabilities xxx promote full employment among their residents, maintain peace and order, and preserve the comfort and convenience of their inhabitants”;
WHEREAS, every bar, board or any licensure examination candidate often experience difficulties, both financially and mentally thus, a cash incentive for deserving passers is proper and appropriate;
WHEREAS, in gratitude and recognition to the pride and honor these individuals have brought to the Municipality of Taytay and to give due merit and appreciation to their achievements, the Local Government Unit of Taytay deems it reasonable to provide cash incentives to qualified Taytayeños who passed their respective National Board / Bar / Licensure examinations;
NOW THEREFORE, BE IT ENACTED by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, that:
Section 1. Title - This Ordinance shall be known as “Bang Galing Mo Taytayeño Ordinance”.
Section 2. Declaration of Policy - It is hereby declared a policy of the Municipality of Taytay, Rizal to extend financial incentives to deserving qualified Taytayeños for passing the National Board / Bar / Licensure Examinations of their chosen fields of profession.
Section 3. Objectives - This Ordinance is enacted with the following goals:
• Encourage and inspire Taytayeños to strive for exemplary academic performance by passing national licensure examinations.
• Recognize the hard work and efforts that resulted in passing of their respective Bar / Board / Licensure Examinations.
Section 4. Number of Grantees - The number of grantees under this program shall depend on how many have qualified with the requirements set forth in this Ordinance. No quota shall be set.
Section 5. Qualifications
5.1 For Board / Bar Passers:
A. The applicant must be a resident and a registered voter of Taytay, Rizal;
B. Must be of good moral character with no derogatory record; and
C. The applicant must be a passer of the Bar Examination or any Board Examination of the latest scheduled examinations before the current annual awarding of the program under this ordinance.
Topnotchers ranked 1st to 10th place in their licensure exams shall qualify for the provisions of Ordinance 766 series 2023 also known as the “Ulirang Estudyante ng Taytay Ordinance” and shall not be included as a grantee under this Ordinance to avoid double compensation.
5.2 For Bang Galing Mo Taytayeño Awardees
The annual selection and setting forth the criteria shall be spearheaded by the Office of the Mayor in coordination with the LGU screening committee as stipulated in Section 7 of this Ordinance. No previous Bang Galing Mo Taytayeño awardee shall be eligible for another commendation under the same.
Section 6. Documentary Requirements - The qualified applicants shall submit the requirements hereunder enumerated at the Office of the Mayor - LGU Screening Committee under the Taytay Youth Development Office for approval:
• Duly accomplished Application Form
• Barangay Residency Certification
• Voter's I.D. / Registration of applicant under Taytay, Rizal
• Certification from the Supreme Court of the Philippines for Bar passers
• Certification from the Professional Regulation Commission for Board passers
• Certification of no derogatory record either from the Barangay of Residence or the PNP
• Formal solo picture for posting
Section 7. Composition of the LGU Screening Committee - There is hereby created an LGU Screening Committee, which is primarily tasked to judiciously screen applicants based on the qualification set forth in this Ordinance. The LGU Screening Committee is composed of the following:
Chairperson : Mayor
Vice Chairperson : Vice Mayor
Members : Chair, SB Committee on Education
Chair, SB Committee on Appropriations
Chair, SB Committee on Youth and Sports Development
Chair, SB Committee on Barangay Affairs
Municipal Budget Office Head or designated representative
Municipal Legal Office Head or designated representative
Municipal Public Information Office Head or designated representative
Municipal Youth Development Office Head serving as the Secretariat and main implementor of this Ordinance
Any person duly designated by the Mayor
Section 8. Amount of Incentives - Qualified grantees shall be entitled to receive the following one-time cash incentives:
8.1 The amount of not LESS than Php 2,500 and a certificate for Bar / Board Passers
8.2 The amount of not MORE than Php 10,000, a plaque and certificate for Bang Galing Mo Taytayeño Awardees.
Section 9. Budgetary Requirements - There shall be an allotted budget as initial fund under the Office of the Mayor and shall be included in the Annual Budget subject to the existing budgeting, accounting, and auditing rules and regulations.
Section 10. Awarding - The Awarding or Recognition Ceremony for Passers shall be held during a Celebration or Program in Taytay to be determined by the Local Chief Executive.
Section 11. Separability Clause - If, for any reason or reasons, any part or provision of this Ordinance shall be held unconstitutional or invalid, other parts or provisions thereof which are not affected thereby shall continue to be in full force and effect.
Section 12. Repealing Clause - All ordinances, rules and regulations, or parts thereof, in conflict with, or inconsistent with any provisions of this Ordinance, are hereby repealed, amended, or modified accordingly.
Section 13. Effectivity - This Ordinance shall take effect fifteen (15) days after posting in conspicuous places within Taytay, Rizal.
ENACTED, this 11th day of October, 2023, 3:54 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
