A RESOLUTION AUTHORIZING THE MUNICIPAL MAYOR HON. ALLAN MARTINE S. DE LEON, MPA, TO ENTER AND SIGN A MEMORANDUM OF AGREEMENT WITH THE 7TH SANGGUNIANG KABATAAN NG BARANGAY SAN JUAN, TAYTAY, RIZAL AND SAN LORENZO ELEMENTARY SCHOOL FOR THE ESTABLISHMENT OF THE SK SAN JUAN SMILE I.T. LAB
WHEREAS, Section 17, Article II of the 1987 Constitution provides that “The State shall give priority to education, science and technology, arts, culture, and sports to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development”;
WHEREAS, Section 2(1), Article XIV of the 1987 Constitution mandates that the State shall “establish, maintain, and support a complete, adequate, and integrated system of education relevant to the needs of the people and society”;
WHEREAS, Section 16 of Republic Act No. 7160, otherwise known as the “Local Government Code of 1991”, mandates Local Government Units (LGUs) to “support the development of appropriate and self-reliant scientific and technological capabilities, improve public morals, enhance economic prosperity, and promote social justice”;
WHEREAS, Section 444(2), Article I of RA. No. 7160 provides that the Municipal Mayor shall “enforce all laws and ordinances relative to the governance of the municipality and the exercise of its corporate powers, and implement all approved policies, programs, projects, services, and activities of the municipality”;
WHEREAS, the Municipal Government of Taytay, Province of Rizal envisions a connected, empowered, and progressive municipality through Information and Communication Technology (ICT)-enabled initiatives;
WHEREAS, to advance ICT in the Municipality of Taytay, the Municipal Government aims to create an impactful innovation and ICT-enabled program, such as a municipal-wide digital inclusion initiative, by establishing community e-centers branded as I.T. Labs that will provide critical e-government and ICT-enabled services to communities with minimal or no access to information and government services;
WHEREAS, the Municipal Government intends to implement its own mobile and community learning centers catering to students, solo parents, out-of-school youth, first-time job seekers, and the urban poor by implementing the Sustainable, Mobile, and Inclusive Learning and Empowerment (SMILE) I.T. Lab, also known as “SMILE I.T. Lab”;
WHEREAS, the 7th Sangguniang Kabataan of Barangay San Juan has expressed its intent to establish the SMILE I.T. Lab in its Study Hub and has committed to supporting all activities and initiatives under the program;
WHEREAS, San Lorenzo Elementary School has agreed to collaborate on the implementation of the SMILE I.T. Lab by providing access to students and faculty for digital literacy programs and supporting the maintenance and security of the facility;
WHEREAS, the funding for the establishment of the SMILE I.T. Lab shall be sourced from the 7th SK San Juan, ensuring the sustainability and successful implementation of the project;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, to AUTHORIZE THE MUNICIPAL MAYOR HON. ALLAN MARTINE S. DE LEON, MPA, TO ENTER AND SIGN A MEMORANDUM OF AGREEMENT WITH THE 7TH SANGGUNIANG KABATAAN NG BARANGAY SAN JUAN, TAYTAY, RIZAL AND SAN LORENZO ELEMENTARY SCHOOL FOR THE ESTABLISHMENT OF THE SK SAN JUAN SMILE I.T. LAB.
RESOLVED FURTHER, that a copy of the Memorandum of Agreement be furnished to the Sangguniang Bayan for ratification before its full implementation.
RESOLVED FINALLY, that copies of this Resolution shall be forwarded to the Office of the Municipal Mayor, the 7th Sangguniang Kabataan of Barangay San Juan, San Lorenzo Elementary School, and all concerned offices in the Municipal Government of Taytay.
ADOPTED, this 26th day of February 2025, 3:55 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
