Resolution No. 525 series of 2024

A RESOLUTION ADOPTING THE OFFICIAL POSITION PAPER OF THE MUNICIPAL GOVERNMENT OF TAYTAY ON THE PROPOSED DECLARATION OF THE 3RD MONDAY OF FEBRUARY AS A NON-WORKING HOLIDAY IN CELEBRATION OF THE MUNICIPALITY’S ARAW NG PASASALAMAT

WHEREAS, the Honorable Michael John R. Duavit, Representative of the 1st District of Rizal, introduced House Bill No. 10090 entitled “An Act Declaring Every 3rd Monday of February as a Special Non-Working Holiday for the Whole Municipality of Taytay, Rizal in Celebration of the HAMAKA Festival or the Araw ng Pasasalamat” to make the non-working holiday official via Republic Act;

WHEREAS, the Committee on Local Government of the House of Representatives, chaired by Honorable Representative Manuel T. Sagarbarria, transmitted a letter asking the Local Chief Executive to submit a position paper in support to the House Bill No. 10090;

WHEREAS, the Municipality of Taytay submitted the Position Paper to the Committee citing the historical and cultural importance of the Araw ng Pasasalamat, as celebrated through the HAMAKA Festival, to the rich cultural heritage of Taytay, as prepared by the Municipal Tourism Office and noted by the Committee Chairperson for Tourism, Arts, and Culture;

WHEREAS, the position paper, backed up by official references, narrates the history of the local declaration of the Araw ng Pasasalamat since the hispanic era up to the present day celebration;

WHEREAS, the position paper also clarifies common confusions between Araw ng Pasasalamat and HAMAKA Festival, the latter being a form of celebrating the former;

NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in session duly assembled, hereby ADOPTS THE OFFICIAL POSITION PAPER OF THE MUNICIPAL GOVERNMENT OF TAYTAY ON THE PROPOSED DECLARATION OF THE 3RD MONDAY OF FEBRUARY AS A NON-WORKING HOLIDAY IN CELEBRATION OF THE MUNICIPALITY’S ARAW NG PASASALAMAT.

RESOLVED FURTHER, that the copy of the position paper, along with its references be attached in this Resolution so that it may be officially filed under the Sangguniang Bayan’s records.

ADOPTED, this 11th day of December 2024, 3:02 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
