A RESOLUTION AUTHORIZING OUR LOCAL CHIEF EXECUTIVE, HON. ALLAN MARTINE S. DE LEON, MPA, IN BEHALF OF THE MUNICIPALITY OF TAYTAY, RIZAL TO ENTER INTO AND SIGN A MEMORANDUM OF AGREEMENT WITH THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT - FIELD OFFICE IV-A THROUGH THEIR REPRESENTATIVE, MR. BARRY R. CHUA, MD, REGIONAL DIRECTOR, FOR THE IMPLEMENTATION OF SUPPLEMENTARY FEEDING PROGRAM AND MILK FEEDING PROGRAM
WHEREAS, the Supplementary Feeding Program (SFP) is the provision of food, in addition to the regular meals, to the children who have been enrolled in the Child Development Center or Day Care Centers as part of the DSWD’s contribution to the Early Child Care and Development (ECCD) program of the government;
WHEREAS, the Milk Feeding Program is the incorporation of the fresh milk and fresh milk-based food products in the fortified meals and cycle in accordance with Philippine Food Fortification Act of 2000 to utilize locally produced milk in order to enhance its nutritional content and help boost livelihood opportunities for local dairy farmers and the local dairy industry;
WHEREAS, this supplementary feeding program and milk feeding program shall be continuously implemented with the provision provided in Republic Act No. 11037, also known as “Masustansyang Pagkain para sa Batang Pilipino Act”, that institutionalizes a nation feeding program for undernourished children in public day care or Day Care Centers, kindergarten and elementary school to combat hunger and undernutrition among Filipino children;
WHEREAS, the DSWD adopted an alternative modes of implementation such as distribution of dry rations, nutripacks and nutribun with fresh milk to address the issues of undernourished children and to continuously deliver the service;
WHEREAS, the Supplementary Feeding Program (SFP) and Milk Feeding Program will be provided to the undernourished children with ages three (3) to five (5) years wherein the fresh milk and fresh milk-based food products will be incorporated in every one (1) fortified meal or hot meals that will be given to those children enrolled in the Child Development Center for a period of not less than one hundred twenty (120) days in a year;
WHEREAS, the implementation of this program shall assist to address the issue of hunger and food security among children and to prevent regression of the current status of the beneficiaries;
WHEREAS, the Local Government of Taytay, Rizal, being a partner of Department of Social Welfare and Development (DSWD) - Field Office IV-A, shall provide the programs and projects for the implementing guidelines of the Supplementary Feeding Program (SFP);
WHEREAS, consistent with the goal of providing Serbisyong May Ngiti to all Taytayeños, the signing of the said Memorandum of Agreement is hereby necessary;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in session duly assembled, hereby AUTHORIZES OUR LOCAL CHIEF EXECUTIVE, HON. ALLAN MARTINE S. DE LEON, MPA, IN BEHALF OF THE MUNICIPALITY OF TAYTAY, RIZAL TO ENTER INTO AND SIGN A MEMORANDUM OF AGREEMENT WITH THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT - FIELD OFFICE IV-A THROUGH THEIR REPRESENTATIVE, MR. BARRY R. CHUA, MD, REGIONAL DIRECTOR, FOR THE IMPLEMENTATION OF SUPPLEMENTARY FEEDING PROGRAM AND MILK FEEDING PROGRAM.
RESOLVED FURTHER, that the duly signed Memorandum of Agreement (MOA) shall be ratified by the Sangguniang Bayan before its full implementation.
RESOLVED FURTHERMORE, that the copy of this Resolution shall be furnished to all concerned for their information and guidance.
