Resolution No. 535 series of 2025
A RESOLUTION AUTHORIZING OUR LOCAL CHIEF EXECUTIVE HON. ALLAN MARTINE S. DE LEON, MPA, TO SIGN AND ENTER INTO A MEMORANDUM OF AGREEMENT (MOA) WITH THE UNIVERSITY OF RIZAL SYSTEM, REPRESENTED BY ITS UNIVERSITY PRESIDENT, DR. NANCY T. PASCUAL, ED.D., FOR THE OUT-OF-SCHOOL YOUTH HEALTH, EMPOWERMENT AND LIVELIHOOD PROJECT (“O-HELP PROJECT”) IN THE MUNICIPALITY OF TAYTAY, RIZAL AND FOR OTHER PURPOSES
WHEREAS, the Local Government Code of the Philippines provides that every local government unit shall exercise the powers expressly granted those necessarily implied there from, as well as powers necessary, appropriate, or incidental for its efficient governance, and those essential promotion to the general welfare;
WHEREAS, every local government unit shall endeavor to be self-reliant and continue exercising the powers and discharging the duties and functions currently vested upon them, and shall likewise exercise such other powers, functions and responsibilities necessary, appropriate or incidental to efficient and effective provisions of basic services to its constituents;
WHEREAS, under Republic Act No. 5416 also known as the Social Welfare Act of 1968, provides that “it is the responsibility of the Government to provide a comprehensive program of social welfare services designated to ameliorate the living conditions of distressed Filipinos particularly those who are handicapped by reason of poverty, youth, physical and mental disability, illness and old age or those victims of natural calamities including assistance to members of the cultural minorities to facilitate their integration into the body politic”;
WHEREAS, the Municipal Government of Taytay, Rizal shall establish a partnership with the University of Rizal System to promote Out-of-School Youth Health, Empowerment and Livelihood Project (“O-HELP Project”) for the constituents of Taytay Rizal;
WHEREAS, the University of Rizal System will assign an extension team to carry out the identified activities and shall take charge the specific requisites to ensure the success of its project implementation;
WHEREAS, University of Rizal System will also render Basic Health Care Services, Health Teaching and Seminars, Physical and Psychological Assessment, Livelihood Skills Training, Job Seeing Assistance, and Assessment of Livelihood Skills;
WHEREAS, the Local Government of Taytay will assist in identifying the beneficiaries, health profiling, and conduct survey to determine nature of possible livelihood trainings and will support the successful implementation of the provision of the partnership;
WHEREAS, in order to continuously provide utmost Serbisyong May Ngiti to our constituents, the Memorandum of Agreement with the University of Rizal System will strengthen the mission of the Municipal Government to meet the needs of its inhabitants especially the out of school youth in the community;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in session duly assembled, hereby AUTHORIZES OUR LOCAL CHIEF EXECUTIVE HON. ALLAN MARTINE S. DE LEON, MPA, TO SIGN AND ENTER INTO A MEMORANDUM OF AGREEMENT (MOA) WITH THE UNIVERSITY OF RIZAL SYSTEM, REPRESENTED BY ITS UNIVERSITY PRESIDENT, DR. NANCY T. PASCUAL, ED.D., FOR THE OUT-OF-SCHOOL YOUTH HEALTH, EMPOWERMENT AND LIVELIHOOD PROJECT (“O-HELP PROJECT”) IN THE MUNICIPALITY OF TAYTAY, RIZAL.
RESOLVED FURTHER, that the duly signed MOA between LGU Taytay and URS shall be ratified first by the Sangguniang Bayan before its full implementation.
RESOLVED FURTHERMORE, that the copy of this Resolution be furnished to all Offices concerned for information and appropriate action.
ADOPTED, this 2nd day of January 2025, 2:13 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
