Resolution No. 304 series of 2023

A RESOLUTION AUTHORIZING OUR LOCAL CHIEF EXECUTIVE, HON. ALLAN MARTINE S. DE LEON, MPA, TO REPRESENT AND SIGN INTO A SUPPLEMENTARY AGREEMENT WITH THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT FOR THE IMPLEMENTATION OF THE PANTAWID PAMILYANG PILIPINO PROGRAM (“4PS”) IN THE MUNICIPALITY OF TAYTAY, PROVINCE OF RIZAL AND FOR OTHER PURPOSES

WHEREAS, the Philippine Constitution provides that the State shall promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through the policies that provide adequate social services, promote full employment, a rising standard of living, and an improved quality of life for all;

WHEREAS, the Local Government Code of the Philippines states that every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare;

WHEREAS, Republic Act No. 11310 otherwise known as the Pantawid Pamilyang Pilipino Program (4Ps) Act defines Pantawid Pamilyang Pilipino Program (4Ps) as the national poverty reduction strategy and a human capital investment program that provides conditional cash transfer to poor households for a maximum period of seven (7) years to improve the health, nutrition and education aspect of their lives;

WHEREAS, the Act also provides that the lead agency for the implementation of the program, the Department of Social Welfare and Development (DSWD) shall coordinate with different national and local government agencies, including organizations from the private sector to ensure full implementation of statutory commitments herein;

WHEREAS, the Supplementary Agreement shall provide the function of the Department of Social Welfare and Development as well as the role and responsibilities of the Local Government Unit for the full implementation of the 4Ps Activity;

WHEREAS, the DSWD will identify and select the target household beneficiaries, provide cash transfer to the qualified beneficiaries and coordinate with different national and local government agencies including organizations from the private sector to ensure full implementation of statutory commitments;

WHEREAS, the Municipal Government of Taytay, Rizal shall provide complementary services, ensure that beneficiaries are able to comply with the program conditions, and assist the DSWD hired Municipal Links in the implementation of all 4Ps activities in the Municipality;

WHEREAS, to ensure the proper and effective implementation of 4Ps, it is necessary for the Municipal Government to coordinate with the DSWD through a Supplementary Agreement;

WHEREAS, consistent with the goal of providing Serbisyong May Ngiti to all Taytayeños and the expeditious delivery and implementation of 4Ps, the signing of said Supplementary Agreement is hereby necessary;

NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in session duly assembled, hereby AUTHORIZES OUR LOCAL CHIEF EXECUTIVE, HON. ALLAN MARTINE S. DE LEON, MPA, TO REPRESENT AND SIGN INTO A SUPPLEMENTARY AGREEMENT WITH THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT FOR THE IMPLEMENTATION OF THE PANTAWID PAMILYANG PILIPINO PROGRAM (“4Ps”) IN THE MUNICIPALITY OF TAYTAY, PROVINCE OF RIZAL AND FOR OTHER PURPOSES.

RESOLVED FURTHER, that copies of this Resolution shall be furnished to all concerned for their information and guidance.

ADOPTED, this 11th day of October 2023, 3:56 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
