A RESOLUTION AUTHORIZING THE MUNICIPAL MAYOR ALLAN MARTINE S. DE LEON, MPA, TO SIGN NON-DISCLOSURE AGREEMENTS (“NDAS”) WITH CIS BAYAD CENTER, INC. FOR THE PROPOSED BILLER PARTNERSHIP AND FOR THE AUTOMATED PAYMENT MACHINES (“APM”) DEPLOYMENT IN THE MUNICIPALITY OF TAYTAY, PROVINCE OF RIZAL, AND FOR OTHER PURPOSES
WHEREAS, Section 3, Article XIII of the 1987 Constitution provides that the State shall, “include the commitment to create economic opportunities based on freedom of initiative and self-reliance”;
WHEREAS, Section 16 of Republic Act (“R.A.”) No. 7160, otherwise known as the Local Government Code states that, “[e]very local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare”;
WHEREAS, Section 444(b)(1)(vi) of R.A. No. 7160, provides that the Municipal Mayor, upon authorization by the Sangguniang Bayan, may represent the municipality in all its business transactions and sign on its behalf all bonds, contracts, and obligations, and such other documents made pursuant to law or ordinance;
WHEREAS, the CIS Bayad Center Inc. requires the Municipal Government of Taytay to sign Non-Disclosure Agreements (“NDAs”) prior to the grant of an authority to negotiate for proposed Biller Partnership and the deployment of the Automated Payment Machines (“APM”);
WHEREAS, consistent with the goal of providing Serbisyong May Ngiti to all Taytayeños, the signing of said NDAs will strengthen the mission of this Municipality to preserve the comfort and convenience of all its inhabitants;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, to hereby AUTHORIZE THE MUNICIPAL MAYOR ALLAN MARTINE S. DE LEON, MPA, TO SIGN NON-DISCLOSURE AGREEMENTS (“NDAs”) WITH CIS BAYAD CENTER, INC. FOR THE PROPOSED BILLER PARTNERSHIP AND FOR THE AUTOMATED PAYMENT MACHINES (“APM”) DEPLOYMENT IN THE MUNICIPALITY OF TAYTAY, PROVINCE OF RIZAL, AND FOR OTHER PURPOSES.
RESOLVED FURTHER, that copies of this Resolution be furnished to all offices concerned for reference and information purposes.
ADOPTED, this 26th day of July 2024, 2:53 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
