Resolution No. 422 series of 2024
A RESOLUTION AUTHORIZING THE MUNICIPAL MAYOR ALLAN MARTINE S. DE LEON, MPA, TO NEGOTIATE, SIGN, AND ENTER INTO CONTRACT ON BEHALF OF THE MUNICIPAL GOVERNMENT OF TAYTAY, WITH ANY ENTITY FOR THE DOOR-TO-DOOR DELIVERY SERVICE OF SENIOR CITIZENS CASH GIFT AND SOCIAL PENSION, AND FOR OTHER PURPOSES
WHEREAS, in support of the policy of the State, Republic Act (“R.A.”) No. 9994, also known as the Expanded Senior Citizens Act of 2010, was passed with the objective to give full support to the improvement of the total well-being of the elderly and their full participation in society;
WHEREAS, the Sangguniang Bayan of Taytay passed Ordinance No. 740 series of 2022 and Ordinance No. 783 series of 2023, institutionalizing the Senior Citizens Cash Gift in the Municipality of Taytay;
WHEREAS, the Sangguniang Bayan of Taytay passed Resolution No. 99 series of 2016 authorizing the Local Chief Executive to establish a Municipal Senior Citizens Social Fund (“Cash Gift”) for qualified Senior Citizens of Taytay, Rizal;
WHEREAS, there is a clamor among the senior citizens regarding the onsite distribution methods of the senior citizens cash gift and social pension;
WHEREAS, senior citizens have expressed their preference for a door-to-door distribution method, citing convenience and ease, especially for those with mobility issues and health concerns;
WHEREAS, the door-to-door method will ensure a more efficient delivery of services, minimizing the need for senior citizens to travel and wait in long queues;
WHEREAS, it is the duty of the Municipal Government to prioritize the well-being and convenience of its senior citizens, who have significantly contributed to the community over the years;
WHEREAS, consistent with the goal of providing Serbisyong May Ngiti to all Taytayeños, especially to our senior citizen, the change to door-to-door method for the distribution of the cash gift and social pension will strengthen the mission of the Municipal Government to efficiently deliver services to its constituents and provide convenience for the elderlies;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, hereby AUTHORIZES THE MUNICIPAL MAYOR ALLAN MARTINE S. DE LEON, MPA, TO NEGOTIATE, SIGN, AND ENTER INTO CONTRACT ON BEHALF OF THE MUNICIPAL GOVERNMENT OF TAYTAY, WITH ANY ENTITY FOR THE DOOR-TO-DOOR DELIVERY SERVICE OF SENIOR CITIZENS CASH GIFT AND SOCIAL PENSION, AND FOR OTHER PURPOSES.
RESOLVED FURTHER, that the duly signed contract for the door-to-door delivery service of senior citizens cash gift and social pension shall be ratified first by the Sangguniang Bayan before its implementation.
RESOLVED FURTHERMORE, that copies of this Resolution be furnished to all concerned for their information and appropriate action.
ADOPTED, this 10th day of July 2024, 3:45 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
