Resolution No. 292 series of 2023

A RESOLUTION AUTHORIZING THE LOCAL CHIEF EXECUTIVE,
HON. ALLAN MARTINE S. DE LEON, MPA, TO ENTER INTO AND SIGN
A MEMORANDUM OF UNDERSTANDING (MOU) WITH THE UNITED ARCHITECTS OF THE PHILIPPINES RIZAL NUEVO CHAPTER, REPRESENTED BY ARCHITECT PAOLO P. BAÑAGA, AND THE TAYTAY ADVOCATES OF CULTURAL HERITAGE, REPRESENTED BY AMELIA DR. WANNAMAKER, WITH REGARD TO A PARTNERSHIP ON BUILT HERITAGE MAPPING AND CULTURAL HERITAGE PRESERVATION

WHEREAS, RA 7160 likewise provides that the local chief executive shall represent the municipality in all its business transactions and sign in its behalf all bonds, contracts, and obligations, and such other documents upon authority of the Sangguniang Bayan or pursuant to law or ordinance;

WHEREAS, Section 20 of the same article provides that: “The State recognizes the indispensable role of the private sector, encourages private enterprises, and provides incentives to needed investments”;

WHEREAS, the United Architects of the Philippines Rizal Nuevo (UAP Rizal Nuevo) has launched its initiative Taytay Heritage Mapping and Documentation Project that aims to identify, document, analyze and synthesize, and present to the public Taytay’s built heritage through an exhibit;

WHEREAS, the Taytay Advocates of Cultural Heritage (TACH) is committed to work towards the recognition, protection, and preservation of Taytay’s rich tangible and intangible cultural heritage and has committed to support the initiative through technical and manpower assistance;

WHEREAS, the current President of the Taytay Advocates of Cultural Heritage (TACH) is on medical leave and a resolution has been issued by the group to authorize Ms. Amelia DR Wannamaker to be their signatory of the organization and the MOU;

WHEREAS, Local Government Units are mandated by the constitution and the Local Government Code to give priority to arts and culture to foster nationalism, accelerate social progress, and promote total human liberation and development as stated in the Philippine Constitution, and to support, among other things, the preservation and enrichment of culture;

WHEREAS, UAP Rizal Nuevo Chapter, TACH, and the Local Government Unit of Taytay recognize each other’s role and the significance of working together in advancing heritage awareness, protection, and preservation;

WHEREAS, all three parties intend to collaborate and provide support and assistance to each other in all efforts concerning the documentation and protection of Taytay’s built heritage;

WHEREAS, this August Body would want to authorize the Local Chief Executive to enter and represent Taytay in a memorandum of understanding (MOU) with UAP Rizal Nuevo Chapter and the Taytay Advocates of Cultural Heritage;

NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in session duly assembled, hereby AUTHORIZES THE LOCAL CHIEF EXECUTIVE, HON. ALLAN MARTINE S. DE LEON, MPA, TO ENTER INTO AND SIGN A MEMORANDUM OF UNDERSTANDING (MOU) WITH THE UNITED ARCHITECTS OF THE PHILIPPINES RIZAL NUEVO CHAPTER, REPRESENTED BY ARCHITECT PAOLO P. BAÑAGA, AND THE TAYTAY ADVOCATES OF CULTURAL HERITAGE, REPRESENTED BY AMELIA DR. WANNAMAKER, WITH REGARD TO A PARTNERSHIP ON BUILT HERITAGE MAPPING AND CULTURAL HERITAGE PRESERVATION.

RESOLVED FURTHER, that copies of this Resolution be furnished to all concerned for their information and appropriate action.

ADOPTED, this 4th day of October 2023, 5:46 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
