A RESOLUTION AUTHORIZING THE MUNICIPAL MAYOR ALLAN MARTINE S. DE LEON, MPA, TO ENTER INTO MEMORANDUM OF AGREEMENT FOR THE MUNICIPAL GOVERNMENT OF TAYTAY, PROVINCE OF RIZAL, WITH THE DEPARTMENT OF HEALTH - REGIONAL OFFICE 4A REPRESENTED BY ITS REGIONAL DIRECTOR, ARIEL I. VALENCIA, MD, MPH, CESO III, FOR THE PROVISION OF SERVICES RELATED TO HIV AND AIDS, AND FOR OTHER PURPOSES
WHEREAS, Section 15, Article II of the 1987 Constitution mandates the State to “protect and promote the right to health of the people and instill health consciousness among them”;
WHEREAS, Section 16 of Republic Act (“R.A.”) No. 7160 otherwise known as the Local Government Code of 1991 mandates that “[e]very local government unit shall exercise the powers expressly granted those necessarily implied there from, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare”;
WHEREAS, R.A. No. 11166, otherwise known as Philippine HIV and AIDS Policy Act of 2018 which reinforces the need to improve free and accessible treatment of antiretroviral therapy and opportunistic infections. It shall likewise designate public and private hospitals to become treatment hubs;
WHEREAS, the Department of Health - Regional Office 4A (“DOH-RO 4A”), as the lead agency of government in the CALABARZON on HIV and AIDS prevention and control, identifies both government and private health facilities, including provincial and local government hospitals as treatment hubs to provide services related to HIV and AIDS;
WHEREAS, in providing utmost Serbisyong May Ngiti to all Taytayeños, the Municipal Government, aims to strengthen social and health services available in the Municipality by providing treatment to Taytayeños in furtherance to the vision of establishing a functional medical team whose members had undergone capacity building on the clinical management of HIV and AIDS in Taytay, Rizal;
WHEREAS, consistent with the goal of providing Serbisyong May Ngiti to all Taytayeños, the signing of a Memorandum of Agreement will provide much needed social and health services that will facilitate access to antiretroviral therapy and other services related to HIV and AIDS;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in session duly assembled, to AUTHORIZE THE MUNICIPAL MAYOR ALLAN MARTINE S. DE LEON, MPA, TO ENTER INTO MEMORANDUM OF AGREEMENT FOR THE MUNICIPAL GOVERNMENT OF TAYTAY, PROVINCE OF RIZAL, WITH THE DEPARTMENT OF HEALTH - REGIONAL OFFICE 4A REPRESENTED BY ITS REGIONAL DIRECTOR, ARIEL I. VALENCIA, MD, MPH, CESO III, FOR THE PROVISION OF SERVICES RELATED TO HIV AND AIDS, AND FOR OTHER PURPOSES.
RESOLVED FURTHER, that the duly signed Memorandum of Agreement shall be ratified first by the Sangguniang Bayan before its full implementation.
RESOLVED FURTHERMORE, that copies of the MOA entered into by the Municipal Mayor and DOH-RO 4A be furnished to the Sangguniang Bayan for records purposes and for information purposes.
RESOLVED FURTHERMOST, that copies of this Resolution be forwarded to the Office of the Municipal Mayor, and all concerned offices in the Municipal Government of Taytay.
ADOPTED, this 13th day of March 2024, 3:33 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
