A RESOLUTION AUTHORIZING THE MUNICIPAL MAYOR ALLAN MARTINE S. DE LEON, MPA, TO SIGN AND ENTER INTO A MEMORANDUM OF AGREEMENT (MOA) WITH THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD) FIELD OFFICE IV-A THROUGH THEIR REPRESENTATIVE, MR. BARRY R. CHUA, MD, REGIONAL DIRECTOR, FOR THE ESTABLISHMENT OF STRATEGIC HELPDESKS FOR INFORMATION, EDUCATION, AND LIVELIHOOD (SHIELD) AND OTHER DEVELOPMENT INTERVENTIONS AGAINST CHILD LABOR
WHEREAS, child labor remains a significant social issue that affects the well-being, education, and future of many children in the country and it is imperative to address this challenge with focused efforts from various stakeholders;
WHEREAS, the Philippine Constitution recognizes the fundamental rights of children and mandates the State to protect them from abuse, exploitation, and hazardous labor;
WHEREAS, Republic Act No. 9231, otherwise known as the “Special Protection of Children Against Child Abuse, Exploitation, and Discrimination Act”, seeks to eliminate child labor and protect working children from its worst forms;
WHEREAS, the Department of Social Welfare and Development (DSWD) has been actively working on programs designed to eliminate child labor through social interventions, and has extended its partnership with local government units (LGUs) and civil society organizations for a comprehensive approach to address the issue;
WHEREAS, the Department of Social Welfare and Development (DSWD) also initiated the Strategic Helpdesks for Information, Education, and Livelihood (SHIELD) program to provide comprehensive support to child laborers and their families through information dissemination, education, livelihood assistance, and other development interventions;
WHEREAS, the Municipal Government of Taytay, Rizal recognizes the need to strengthen its commitment to eradicating child labor and ensuring the welfare of children through collaboration with the DSWD and other relevant agencies;
WHEREAS, the DSWD Field Office IV-A, will conduct consultation, orientation, environmental and resource profiling with DSWD-CBSS and MSWD and to monitor the project implementation, including the profiling of child laborers, delivery of services, advocacy, capacity building as well as critical activities;
WHEREAS, the Municipal Government of Taytay, Rizal will designate a permanent Focal
Person for the implementation of the SHIELD program against Child Labor Project and to adopt, establish and maintain the Child Labor Local Registry System (CLLR) with the assistance of the DSWD Field Office IV-A;
WHEREAS, this Memorandum of Agreement outlined the obligations of the parties and the other terms and conditions of the partnership, including the expenses and the responsibilities of both parties;
WHEREAS, in order to provide the utmost service to our constituents especially those children who are victims of child labor, it is deemed necessary to authorize our Local Chief Executive to sign and enter into a Memorandum of Agreement (MOA) with the DSWD Field Office IV-A to ensure the successful implementation of the SHIELD programs within the Municipality of Taytay, Rizal;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, hereby AUTHORIZES THE MUNICIPAL MAYOR ALLAN MARTINE S. DE LEON, MPA, TO SIGN AND ENTER INTO A MEMORANDUM OF AGREEMENT (MOA) WITH THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD) FIELD OFFICE IV-A THROUGH THEIR REPRESENTATIVE, MR. BARRY R. CHUA, MD, REGIONAL DIRECTOR, FOR THE ESTABLISHMENT OF STRATEGIC HELPDESKS FOR INFORMATION, EDUCATION, AND LIVELIHOOD (SHIELD) AND OTHER DEVELOPMENT INTERVENTIONS AGAINST CHILD LABOR.
RESOLVED FURTHER, that the duly signed Memorandum of Agreement with the Department of Social Welfare and Development (DSWD) Field Office IV-A shall be ratified first by the members of the Sangguniang Bayan before its full implementation.
RESOLVED FURTHERMORE, that copies of this Resolution be furnished to the Office of the Municipal Mayor, the Department of Social Welfare and Development and all other concerned offices for their information and guidance.
