Resolution No. 336 series of 2023

A RESOLUTION ADOPTING AND ENDORSING TO THE NATIONAL COMMISSION FOR CULTURE AND THE ARTS (NCCA) THE UPDATED LOCAL CULTURAL INVENTORY OF THE MUNICIPALITY OF TAYTAY AS OF NOVEMBER 29, 2023

WHEREAS, Article XI, Sec. 17 of the 1987 Constitution provides that: “the State shall give priority, among others, to arts and culture”, “to foster patriotism and nationalism, accelerate social progress, and promote total human liberation and development”;

WHEREAS, Section 16 of the Local Government Code states that, “within their respective territorial jurisdictions, local government units shall ensure and support, among other things, the preservation and enrichment of culture [….]”;

WHEREAS, Section 2 of the Republic Act 10066, otherwise known as the National Cultural Heritage Act of 2009, mandates the protection, preservation, conservation, and promotion of the nation’s cultural heritage, its properties and histories, and the ethnicity of local communities;

WHEREAS, Section 14 (b) and (c) of the same Act requires local government units (LGU) to establish and maintain an inventory of local cultural property or registry, while Section 16 thereof directs the LGUs to document and preserve the traditional and contemporary arts present within its jurisdiction;

WHEREAS, in compliance thereto, Joint Memorandum Circular No. 2018-01 of the NCCA and the Department of the Interior and Local Government (DILG) dated October 9, 2018 is issued enjoining all LGUs to establish and maintain a local cultural inventory of cultural property which shall form part of the PRECUP as supplemented by Joint Memorandum Circular No. 2021-001 dates May 7, 2021 stipulating the “Amended Guidelines on the Standardized Submission of Local Cultural inventory under the PRECUP for the issuance of certificate of compliance to LGUs”;

WHEREAS, the Municipal Tourism Office of the Municipality of Taytay recommended an updated inventory of cultural properties which shall include the following:

1. Sunduan Festival (submitted in 2022, but with revisions)
2. Hamaka Festival of the Municipality
3. Banak Festival of Barangay Sta. Ana
4. Rizal Bust at Taytay Elementary School (registered ICP)
5. Licerio Geronimo Bust at the Provincial PNP Camp (registered ICP)
6. Rizal and Inang Bayan Monument (presumed ICP)
7. Parish of St. John the Baptist of Taytay (registered ICP)
8. Maryhill Retreat House (registered ICP)
9. Highlands Point (registered ICP)
WHEREAS, this Sanggunian firmly believes that the inclusion of the Municipality’s cultural properties to the PRECUP is one way to help document, preserve, protect, and promote these tangible and intangible cultural heritage properties, and comply with the existing provisions of the National Cultural Heritage Act;

NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in session hereby assembled, hereby ADOPTS AND ENDORSES TO THE NATIONAL COMMISSION FOR CULTURE AND THE ARTS (NCCA) THE UPDATED LOCAL CULTURAL INVENTORY OF THE MUNICIPALITY OF TAYTAY AS OF NOVEMBER 29, 2023.

RESOLVED FURTHER, that copies of this Resolution be furnished and forwarded to all concerned for their information and appropriate action.

ADOPTED, this 1st day of December 2023, 2:39 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
