Ordinance No. 845 series of 2025
AN ORDINANCE AMENDING ORDINANCE NO. 746 SERIES OF 2022: “AN ORDINANCE ANNUALLY RECOGNIZING THE OUTSTANDING TEACHERS IN THE MUNICIPALITY OF TAYTAY, RIZAL”, AND FOR OTHER PURPOSES
WHEREAS, the Local Government Code 1991 recognizes the indispensable role of teachers in the improvement and development of each local government particularly in addressing the educational needs and values formation of young children and all generations yet to come;
WHEREAS, to mark the invaluable role of each teacher in rearing the younger generations, the Municipal Government of Taytay shall accord due respect and recognition of the role of dedicated, devoted and committed teachers of this Municipality to whom educational growth and development of our children depends. Thus, it is proper to adopt a desired program that befits due honor and courtesy to our teachers, both in the public and private institutions;
NOW THEREFORE, BE IT ENACTED, by the Sangguniang Bayan in session duly assembled, that:
Section 1. Short Title - This Ordinance shall be known as the “ULIRANG GURO NG TAYTAY, RIZAL ORDINANCE”.
Section 2. Statement of Objectives - The municipality recognizes the indispensable role of every teacher in the promotion of educational growth and values formation of children and young generations. The municipality recognizes the role of teachers for their sincere dedication and commitment for the moulding and education of our youth.
Toward this end, there is a need to continuously encourage teachers to effectively perform their holistic role in all areas of community-building. The Municipality, in order to instill greater inspiration and motivation for exemplary practices and efficiency among teachers, both in the public and private schools within the territorial jurisdiction of the Municipality of Taytay, adopts a policy that commends and rewards teachers, school heads and principals who demonstrate excellence in the work of an educational professional.
Specifically, this Ordinance aims: (a) to promote recognition, respect and appreciation of teachers: (b) to stimulate interest in teaching career and to inspire young professionals to emulate the role of teachers as they play a vital part in community-building and (c) to promote quality teaching and enhance teacher professionalism.
Section 3. Nature of Awards and Citations - There shall be an annual awards to be named as “GAWAD HAMAKA (Handog sa Magigiting na Kawani) NG TAYTAY”.
3.1 The Municipality shall vest awards or citations on the following as may be recommended by the appropriate Selection Committee (SC):
a. Most Outstanding Public School Teacher for Key Stage 1 (Kinder to Grade 3) - “Ulirang Guro ng Taytay, Rizal Award of Excellence”
b. Most Outstanding Public School Teacher for Key Stage 2 (Grade 4 to Grade 6) - “Ulirang Guro ng Taytay, Rizal Award of Excellence”
c. Most Outstanding Public School Teacher for Key Stage 3 (Junior High School and Senior High School Level) - “Ulirang Guro ng Taytay, Rizal Award of Excellence”
d. Most Outstanding Public School Head Teacher - “Ulirang Guro ng Taytay, Rizal Award of Excellence”
e. Most Outstanding Public School Master Teacher - “Ulirang Guro ng Taytay, Rizal Award of Excellence”
f. Most Outstanding Public School Principal - “Ulirang Guro ng Taytay, Rizal Award of Excellence”
3.2 Special Awards
a. Most Outstanding Private School Teacher - “Ulirang Guro ng Taytay, Rizal Award of Excellence”
b. Most Outstanding Private School Principal - “Ulirang Guro ng Taytay, Rizal Award of Excellence”
c. Most Outstanding Municipal Day Care Teacher - “Ulirang Guro ng Taytay, Rizal Award of Excellence”
d. Most Outstanding Public School Admin Officer - “Ulirang Katuwang ng Paaralan”
e. Most Outstanding Public School Clerk - “Ulirang Katuwang ng Paaralan”
f. Most Outstanding Public School Utility Worker - “Ulirang Katuwang ng Paaralan”
3.3 Special Recognition for successful teachers who were born, raised and are bonafide residents of Taytay and were promoted as:
1. Principals
2. District Supervisors
3. Assistant Superintendents
4. Division Superintendents
5. Curriculum Implementation Division Chiefs
6. School Governance Operations Division Chiefs
7. And/or other notable homegrown educators from Taytay that the DepEd Sub-Office may deem worthy of recognition
The aforesaid awardees shall be given a trophy and a Sangguniang Bayan Resolution of Conferment of Appreciation or Citation of Commendation which shall be given during the Educator’s Night as part of annual Municipal Town Fiesta Celebration or similar events related the World Teachers Day Celebration. A cash prize of not less than P 1,000.00 for the awardees shall be sourced from either the SEF or the Annual Budget of the Municipality.
Section 4. Service Recognition for Retirees - The Municipal Government of Taytay shall also vest recognition and awards including cash incentives to the retirees for the current academic year of every public school in Taytay to honor their invaluable dedication in guiding and educating Taytayeño students.
Section 5. Creation of Selection of Committee and Conferment of Awards -There is hereby created a Selection Committee (SC) which shall be composed of the following:
Chairperson: The Municipal Local Chief Executive (LCE)
Co-Chairperson: District Supervisor (Local School Board Co-Chairperson)
Vice-Chairperson: Sangguniang Bayan Committee on Education Chairperson
Members:
1) Principals of Central Schools
2) Members of the Sangguniang Bayan Committee on Education
3) All Chairpersons, Sangguniang Barangay Committee on Education
4) The President of the GPTA Federated Parents Teachers Association of Taytay
5) President of Taytay Private Schools Association
The aforesaid Selection Committee shall have compensation sourced from the SEF.
The Selection Committee shall determine and recommend the conferment of the awards or citation to the nominees or recommendees, to the Sangguniang Bayan for the adoption of pertinent Resolution as required in Section 3 hereof.
The Selection Committee shall be constituted by the Local Chief Executive not later than Ten (10) days from the effectivity of this Ordinance and shall be called to a meeting whenever necessary to carry out their herein stated function.
Section 6. Eligibility Criteria - All full-time teachers, school heads and principal who have at least rendered three (3) years of service as teacher either in the public or private school within the Municipality of Taytay.
The teacher/school head/principal must be an employee of Taytay.
The winners or the awardees for the year shall not be eligible for the next five (5) years as a candidate for the said award of the same category.
Section 7. Delegation of Authority for the Adoption of Criteria in the Selection of Awardees and its Implementing Rules - The Selection Committee is hereby authorized to adopt the criteria for the conferment of said awards or citations based on existing policies, guidelines and regulations set by the Department of Education in the selection analogous awards with due regard to efficiency, competency, innovative values, exemplary performances, dedication, and other sound teaching practices. In addition, the Selection Committee shall adopt and promulgate pertinent rules and regulations for the implementation of this Ordinance within the framework of the purposes and objectives herein set forth. Within Ten (10) days from its adoption, the nomination form and criteria for judging and related rules and regulations shall be prepared by the Selection Committee and shall be sent to each school principal or director in the Municipality for their guidance, information and for their nomination within the reasonable time before the presentation of winners on Educator’s Night / DepEd Night.
Section 8. Funding Requirements - The Municipal Government of Taytay shall appropriate necessary funds for the implementation of this Ordinance for the awarding of plaque of appreciation and cash prizes for the awardees either from the General Fund or the Special Education Fund.
Section 9. Effectivity - This Ordinance shall take effect ten (10) days after its complete posting in conspicuous places within the Municipality of Taytay and its respective Barangay Halls.
Section 10. Separability Clause - If for any reason, any section of this Ordinance shall be held unconstitutional or invalid, other sections which are not affected thereby shall continue to be in full force and effect.
Section 11. Repealing Clause - All ordinances, rules and regulations, or part thereof, in conflict with, or inconsistent with any provisions of this Ordinance are hereby repealed or modified accordingly.
Section 12. Declaration of Intent to Conform with Law - This Ordinance is subject to national laws, rules and regulations governing its subject matter.
