Ordinance No. 831 series of 2024

AN ORDINANCE NAMING THE MUNICIPAL COASTAL ROAD (BAYTOWN) LOCATED AT THE MUNICIPALITY OF TAYTAY, PROVINCE OF RIZAL TO “GILBERTO M. DUAVIT, SR. AVENUE”


WHEREAS, streets, avenues, boulevards, parks, playgrounds, historical spots and other public places are so named to give significance to the accomplishments and virtues of certain persons or to the historic importance of certain events;

WHEREAS, Section 13(c) of the Local Government Code of 1991 and the National Historical Commission of the Philippines’ Revised Guidelines on the Naming and Renaming of Public Structures states that “The Sanggunians of component cities and municipalities may, in consultation with the Philippine Historical Commission change the name of streets, roads, schools, health facilities or any other public place or building within its territorial jurisdiction”;

WHEREAS, the Taytay Municipal Planning & Development Office has issued a certification that the .764 kilometer coastal road often referred to as “Baytown” is classified as a Municipal Road and is under the territorial jurisdiction of Taytay, Rizal based on the data given by the Provincial Planning and Development Office - Rizal and may be named thru an Ordinance by the Sangguniang Bayan of Taytay;

WHEREAS, the Sangguniang Bayan of Taytay consulted the NHCP thru a letter addressed to its Chairperson to comment on the proposed measure and the NHCP responded that public structures named after the province or municipality are considered appropriately named and, therefore, shall not be renamed and that they recommend naming an unnamed road or public structure after the late representative;

WHEREAS, based on the certification of the MPDO of Taytay as attested by the Provincial Engineering Office, “baytown / coastal road” has no records of being formally named thru any proclamations, acts of congress or through local legislation making it currently unnamed thus can be legally named by the Sangguniang Bayan of Taytay;

WHEREAS, Section II (5) of the same NHCP Guidelines states that “Roads can be named after the following: a. Presidents and National Heroes for primary roads; b. Senators and Congressmen for secondary roads; and c. Local Officials for tertiary roads”;

WHEREAS, public places and roads are usually named or renamed after a person ten (10) years after their passing except for highly exceptional reasons such as incomparable service to the nation especially to their constituency which is evident to the multi-faceted service of the late Honorable Gilberto M. Duavit, Sr.;

WHEREAS, the people of Rizal has received unparalleled service from Mr. Gilberto Munoz Duavit for his ministrations that spanned across four (4) decades from the 1960s up to the early 2000s;

WHEREAS, Attorney Gilberto M. Duavit, Sr. served as the Assistant Executive Secretary for social, political, legal, and economic affairs from 1966 to 1970 and as the Acting Executive Secretary for the Office of the President in 1969, and was twice awarded the Presidential Merit Award in 1967 and 1968;

WHEREAS, Doctor Gilberto Duavit also held the position of President of the Philippine Constitutional Association (PHILCONSA) in 1970 and represented the 2nd district of Rizal as a delegate to the 1971 Philippine Constitutional Convention where the 1973 Constitution of the Republic of the Philippines was crafted;

WHEREAS, he likewise served as the Executive Director of the National Youth and Sports Development Foundation of the Philippines in 1978 and was named Senior Deputy Minister of the Ministry of Youth and Sports Development from 1974 to 1978;

WHEREAS, as a private individual, Mr. Duavit held the post of Chairman of GMA Network, Incorporated from 1974 to 1976 and was also the former Director of the Board of the same company in 1977;

WHEREAS, he was elected as the regional Representative of the Southern Tagalog Region from 1978 up to 1984 at the Interim Batasang Pambansa that served as the transitional legislative body of the country as mandated by the 1973 Constitution;

WHEREAS, in 1994, Atty. Duavit sat as Chairman of the Board of Guronasyon Foundation, Incorporated, an organization which he initiated to build a strong foundation that will assist local educators and school managers to give recognition for their exemplary performances and remarkable teachers in the province of Rizal;

WHEREAS, former assemblyman Duavit was elected as the Representative of the first congressional district of Rizal in a special election on March 7, 1994 prevailing over five other candidates, garnering 59,987 votes, eventually, Cong. Duavit, Sr. was overwhelmingly re-elected in 1995 and 1998;

WHEREAS, in the House of Representatives, Congressman Bibit Duavit served as a senior assistant minority floor leader of the 10th Congress and the chairman of the House Committee of Appropriations for the 11th Congress;

WHEREAS, as a lawmaker proudly representing the 1st District of Rizal, Honorable Gilberto M. Duavit, Sr. was consistently cited as one of the Ten Most Outstanding Congressmen in the 9th, 10th, and 11th Congresses of the Republic of the Philippines;

NOW THEREFORE, BE IT ORDAINED, by the 12th Sangguniang Bayan of Taytay, in a session duly assembled, that:

Section 1. OFFICIAL NAME - The .764 kilometer Municipal Coastal Road as reflected on the road inventory summary of the road network map under the territorial jurisdiction of Taytay, Rizal is hereby officially and legally named as:

“GILBERTO M. DUAVIT SR. AVENUE”

Section 2. SIGNAGES - The Local Government Unit of Taytay shall install road name signs within the territorial jurisdiction of Taytay, Rizal, and along the stated avenue to officially identify the said road.

Section 3. REPEALING CLAUSE - All Ordinances, rules and regulations or parts thereof, found to be in conflict with, or inconsistent with the provisions of this Ordinance are hereby repealed or modified accordingly.

Section 4. EFFECTIVITY - This Ordinance shall take effect immediately upon its approval.

ENACTED, this 11th day of December 2024, 3:04 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
