Resolution No. 362 series of 2024

A RESOLUTION AUTHORIZING THE MUNICIPAL MAYOR, HON. ALLAN MARTINE S. DE LEON, MPA, TO SIGN THE PERFORMANCE COMMITMENT FOR HEALTH CARE INSTITUTIONS (HCIS) AS PART OF THE MUNICIPALITY OF TAYTAY GOVERNMENT’S COMMITMENT TO THE NATIONAL HEALTH INSURANCE PROGRAM (NHIP)


WHEREAS, the enactment of the Republic Act No. 11223, otherwise known as the Universal Health Care (UHC) Law, is a breakthrough health reform which ensures that all Filipinos are guaranteed with equitable access to quality and affordable health care services and protected against financial risk;

WHEREAS, the Primary Care Facilities (PCF) within each city or municipality shall provide initial contact, accessible, continuous, comprehensive and coordinated care to the communities they serve, as envisioned in the UHC Act. To fulfill these goals, PCFs will now be regulated and henceforth must comply with the licensing standards and requirements under DOH AO No. 2020-0047 providing for the Rules and Regulations Governing the Licensure of Primary Care Facilities in the Philippines and pursuant to Republic Act No. 7875, as amended by Republic Act No. 10606, otherwise known as the National Health Insurance Act of 2013;

WHEREAS, the Municipality of Taytay, through the Honorable Municipal Mayor, shall sign Performance Commitment for Health Care Institutions (HCIs), as a statutory documentary requirement for the continuous Philhealth Accreditation of its Primary Care Facilities. Such “Performance Commitment for HCIs” shall cover the remaining portion of accreditation or to renew the participation with the NHIP as the case may be, as a sign of good faith and continuous commitment to support the NHIP;

WHEREAS, the Municipality of Taytay Health Care Institutions (HCIs), being an accredited government hospital or infirmary/HIV/TB DOTS/E-Konsulta/Animal Bite, as applicable, shall provide the necessary drugs, supplies and services with no out-of-pocket expenses on the part of the qualified PhilHealth member and their dependents admitted or who consulted in the HCI, as mandated by the Phil Health “No Balance Billing (NBB) Policy”;

WHEREAS, the Municipality of Taytay Government, through its Health Care Institutions (HCIs) shall maintain a high level of service satisfaction among PhilHealth clients including all their qualified dependents / beneficiaries and shall be guided by PhilHealth-approved clinical practice guidelines or if not available, other established and accepted standards of practice;

WHEREAS, the Municipality of Taytay Government commits to extend full support in sharing PhilHealth’s vision in achieving this noble objective of providing accessible quality health insurance coverage for all Filipinos;

WHEREAS, pursuant to Section 455(b)(1)(vi) of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, the Municipal Mayor shall represent the Municipality in all its business transactions and sign in its behalf all bonds, contracts and obligations and such other documents upon the authority of the Sangguniang Bayan or pursuant to law or ordinance;

NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in session duly assembled, to AUTHORIZE THE MUNICIPAL MAYOR, HON. ALLAN MARTINE S. DE LEON, MPA, TO SIGN THE PERFORMANCE COMMITMENT FOR HEALTH CARE INSTITUTIONS (HCIs) AS PART OF THE MUNICIPALITY OF TAYTAY GOVERNMENT’S COMMITMENT TO THE NATIONAL HEALTH INSURANCE PROGRAM (NHIP).

RESOLVED FURTHER, that the subject Performance Commitment for Health Care Institutions (HCIs) shall form an integral part of this Resolution.

ADOPTED, this 12th day of February 2024, 2:52 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
