Resolution No. 303 series of 2023

A RESOLUTION AUTHORIZING THE MUNICIPAL MAYOR, ALLAN MARTINE S. DE LEON, MPA, TO REPRESENT AND SIGN FOR THE MUNICIPAL GOVERNMENT IN THE SISTERHOOD AGREEMENT BETWEEN THE MUNICIPALITY OF TAYTAY AND THE CITY OF IKSAN, SOUTH KOREA REPRESENTED BY ITS MAYOR JUNG HUN-YUL, AND FOR OTHER PURPOSES

WHEREAS, Section 444(b)(1)(vi) of Republic Act (“R.A.”) No. 7160, otherwise known as the Local Government Code provides that the Municipal Mayor, upon authorization by the Sangguniang Bayan, may represent the municipality in all its business transactions and sign on its behalf all bonds, contracts, and obligations, and such other documents mode pursuant to law or ordinance;

WHEREAS Section 16 of R.A. No. 7160 provides that: “[e]very local government unit shall exercise the powers expressly granted, those necessarily implied there from, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare”;

WHEREAS, after a few visits by Iksan City’s Officials, including one of their City Councilors, official representatives of Iksan City, South Korea expressed their intention to form a meaningful cooperative relationship between the two (2) Local Government Units;

WHEREAS, both local government unit intend to cooperate to learn and improve each other’s culture, economy, workforce resource, and governance;

WHEREAS, both local government unit shall endeavor future programs and projects that are focused on economic development and technological advancement;

WHEREAS, both local government unit shall work together to provide and prioritize qualified Taytayeños to job and / or educational opportunities in Iksan City, South Korea;

WHEREAS, both local government unit shall likewise offer visa application assistance to any qualified Taytayeños;

NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in session duly assembled, to AUTHORIZE THE MUNICIPAL MAYOR, ALLAN MARTINE S. DE LEON, MPA, TO REPRESENT AND SIGN FOR THE MUNICIPAL GOVERNMENT IN THE SISTERHOOD AGREEMENT BETWEEN THE MUNICIPALITY OF TAYTAY AND THE CITY OF IKSAN, SOUTH KOREA REPRESENTED BY ITS MAYOR JUNG HUN-YUL, AND FOR OTHER PURPOSES.

RESOLVED FURTHER, that copies of this Resolution be furnished to all concerned for
their information and appropriate action.

ADOPTED, this 11th day of October 2023, 3:56 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
