Resolution No. 340 series of 2023
A RESOLUTION APPROVING AND RATIFYING TAYTAY DEVELOPMENT COUNCIL (TDC) RESOLUTION NO. 2023 - 008 ENTITLED: “A RESOLUTION ALLOCATING THE AMOUNT OF ONE HUNDRED EIGHTY-NINE MILLION FIVE HUNDRED FIFTY-NINE THOUSAND ONE HUNDRED THIRTY-NINE PESOS AND SIXTY CENTAVOS (PHP 189,559,139.60) REPRESENTING THE 20% DEVELOPMENT FUND FY 2024 TO FUND THE VARIOUS PRIORITY PROJECTS / PROGRAMS FOR THE MUNICIPALITY”
WHEREAS, Section 2, Article X of the 1987 Constitution provides that, “the territorial and political subdivisions shall enjoy local autonomy”;
WHEREAS, Section 5, Article X of the 1987 Constitution states that “each local government unit shall have the power to create its own sources of revenues and to levy taxes, fees, and charges subject to such guidelines and limitations as the Congress may provide, consistent with the basic policy of local autonomy”;
WHEREAS, Section 2(a) of Republic Act (R.A.) No. 7160, otherwise known as the Local Government Code of 1991, provides that it is the declared policy of the State that Local Government Units (LGUs) “shall enjoy genuine and meaningful local autonomy to enable them to attain their fullest development as self-reliant communities and make them more effective partners in the attainment of national goals”;
WHEREAS, Section 16 of R.A. No. 7160 provides that “[e]very local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare”;
WHEREAS, Section 287 of R.A. No 7160 requires the LGUs to “appropriate in its annual budget no less than twenty percent (20%) of its annual internal revenue allotment for development projects”;
WHEREAS, DBM-DOF-DILG Joint Memorandum Circular No. 1 Series of 2020, provides for Revised Guidelines on the appropriation and utilization of Twenty Percent (20%) of the National Tax Allotment for Development Projects;
WHEREAS, the projects and programs to be funded out of the 20% Development Fund are responsive to the needs of the community and supportive of the development goals and thrusts of the Municipality, to wit:

WHEREAS, submitted and presented before the Honorable August Body for approval and ratification is Taytay Development Council (“TDC”) Resolution No. 2023 - 008: A Resolution Allocating the amount of One Hundred Eighty-Nine Million Five Hundred Fifty-Nine Thousand One Hundred Thirty-Nine Pesos and Sixty Centavos (Php 189,559,139.60) Representing the 20% Development Fund FY 2024 to Fund the Various Priority Projects / Programs for the Municipality;
WHEREAS, consistent with the goal of providing Serbisyong May Ngiti to all Taytayeños, the allocation of funds for the implementation of programs and projects of the Municipal Government is necessary;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, hereby APPROVES AND RATIFIES TAYTAY DEVELOPMENT COUNCIL (TDC) RESOLUTION NO. 2023 - 008 ENTITLED: “A RESOLUTION ALLOCATING THE AMOUNT OF ONE HUNDRED EIGHTY-NINE MILLION FIVE HUNDRED FIFTY-NINE THOUSAND ONE HUNDRED THIRTY-NINE PESOS AND SIXTY CENTAVOS (PHP 189,559,139.60) REPRESENTING THE 20% DEVELOPMENT FUND FY 2024 TO FUND THE VARIOUS PRIORITY PROJECTS / PROGRAMS FOR THE MUNICIPALITY”.
RESOLVED FINALLY, that copies of this Resolution shall be forwarded to the Office of the Mayor, and all concerned Offices for their information and appropriate action.
ADOPTED, this 13th day of December 2023, 7:07 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
