Resolution No. 339 series of 2023
A RESOLUTION APPROVING AND RATIFYING THE ANNUAL INVESTMENT PROGRAM (AIP) FY 2024 OF THE MUNICIPALITY OF TAYTAY, RIZAL AMOUNTING TO TEN BILLION ONE HUNDRED SIXTY-EIGHT MILLION THREE HUNDRED THREE THOUSAND FIVE HUNDRED THIRTY-NINE PESOS AND FOUR CENTAVOS (PHP 10,168,303,539.04) AND ADOPTING TAYTAY DEVELOPMENT COUNCIL (“TDC”) RESOLUTION NO. 2023 - 007
WHEREAS, Section 2, Article X of the 1987 Constitution provides that “territorial and political subdivisions shall enjoy local autonomy”;
WHEREAS, Section 5, Article X of the 1987 Constitution states that “[e]ach local government unit shall have the power to create its own sources of revenues and to levy taxes, fees, and charges subject to such guidelines and limitations as the Congress may provide, consistent with the basic policy of local autonomy. Such taxes, fees, and charges shall accrue exclusively to the local governments”;
WHEREAS, Section 2(a) of Republic Act (“R.A.”) No. 7160, otherwise known as the Local Government Code of 1991 states that “[i]t is hereby declared the policy of the State that the
territorial and political subdivisions of the State shall enjoy genuine and meaningful local autonomy to enable them to attain their fullest development as self-reliant communities and make
them more effective partners in the attainment of national goals. Toward this end, the State shall provide for a more responsive and accountable local government structure instituted through a system of decentralization whereby local government units shall be given more powers, authority, responsibilities, and resources. The process of decentralization shall proceed from the National Government to the local government units”;
WHEREAS, Section 3(d) of R.A. No. 7160 otherwise known as the Local Government Code of 1991 provides that “[t]he vesting of duty, responsibility, and accountability in local government units shall be accompanied with provision for reasonably adequate resources to discharge their powers and effectively carry out their functions; hence, they shall have the power to create and broaden their own sources of revenue and the right to a just share in national taxes and an equitable share in the proceeds of the utilization and development of the national wealth within their respective areas”;
WHEREAS, Section 287 of R.A. No. 7160, otherwise known as the Local Government Code states that “[e]ach local government unit shall appropriate in its annual budget no less than twenty percent (20%) of its annual internal revenue allotment for development projects”;
WHEREAS, submitted and presented before the Honorable August Body for approval and ratification is Taytay Development Council (“TDC”) Resolution No. 2023 - 007: A Resolution Recommending the Adoption of the Annual Investment Program (AIP) FY 2024 amounting to Ten Billion One Hundred Sixty-Eight Million Three Hundred Three Thousand Five Hundred Thirty-Nine Pesos and Four Centavos (Php 10,168,303,539.04);
WHEREAS, programs, projects and activities incorporated in the AIP FY 2024 were categorized into General Public Services, Social Services, Economic Services and Other Services;
WHEREAS, programs, projects and activities incorporated in the AIP FY 2024 shall be funded by the General Fund, 20% Development Fund and funds from other possible sources or agencies;
WHEREAS, programs, projects and activities incorporated in the AIP FY 2024 are supportive of the developmental goals and thrusts of this Municipality;
WHEREAS, attached in this Resolution is the final AIP FY 2024 amounting to Ten Billion One Hundred Sixty-Eight Million Three Hundred Three Thousand Five Hundred Thirty-Nine Pesos and Four Centavos (Php 10,168,303,539.04);
WHEREAS, consistent with the goal of providing Serbisyong May Ngiti to all Taytayeños through prompt and utmost public service, this Sangguniang Bayan Resolution is being issued;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, hereby APPROVES AND RATIFIES THE ANNUAL INVESTMENT PROGRAM (AIP) FY 2024 OF THE MUNICIPALITY OF TAYTAY, RIZAL AMOUNTING TO TEN BILLION ONE HUNDRED SIXTY-EIGHT MILLION THREE HUNDRED THREE THOUSAND FIVE HUNDRED THIRTY-NINE PESOS AND FOUR CENTAVOS (PHP 10,168,303,539.04) AND ADOPTING TAYTAY DEVELOPMENT COUNCIL (“TDC”) RESOLUTION NO. 2023 - 007.
RESOLVED FINALLY, that a copy of this Resolution shall be forwarded to the Office of the Municipal Mayor, and all concerned offices for their information and appropriate action.
ADOPTED, this 13th day of December 2023, 7:06 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
