A RESOLUTION AUTHORIZING THE MUNICIPAL MAYOR ALLAN MARTINE S. DE LEON, MPA, TO SIGN AND ENTER INTO A MEMORANDUM OF UNDERSTANDING (MOU) WITH THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD) FIELD OFFICE IV-A THROUGH THEIR REPRESENTATIVE, MR. BARRY R. CHUA, MD, REGIONAL DIRECTOR, REGARDING THE ONE THOUSAND PESOS (PHP 1,000.00) MONTHLY STIPEND OF INDIGENT SENIOR CITIZEN IN THE MUNICIPALITY OF TAYTAY, PROVINCE OF RIZAL
WHEREAS, the Department of Social Welfare and Development (DSWD) is the primary government agency mandated to develop, implement, and coordinate social welfare and development policies and programs for the promotion of social justice and the improvement of the living conditions of disadvantaged individuals, families, and communities;
WHEREAS, the Local Government Code of 1991 (Republic Act No. 7160) provides that Local Government Units (LGUs) shall promote the general welfare of their constituents and work in close coordination with National Government Agencies to implement programs and services that benefit the community;
WHEREAS, Republic Act No. 11916 series of 2022 otherwise known as An Act increasing the Social Pension of Indigent Senior Citizens provides that “indigent senior citizens shall be entitled to a monthly stipend in the amount of not less than One Thousand Pesos (Php 1,000.00) to support the daily subsistence and medical needs of senior citizens”;
WHEREAS, Memorandum Circular No. 06 series of 2024 also known as the Enhance Omnibus Guidelines in the Program Implementation of Social Pension for Indigent Senior Citizens states that “the stipend will be given directly to the beneficiary through cash payout by the Special Disbursing Officer (SDO) of DSWD Field Office (FO)”;
WHEREAS, based on the proposed Memorandum of Understanding of the DSWD, the DSWD FO IV-A shall coordinate and conduct an orientation to the Local Government of Taytay, Rizal with regards to the Social Pension for Indigent Senior Citizen (SPISC) to ensure adequate understanding of the program before the implementation and prepare a list of eligible social pension beneficiaries to receive the social pension for every quarter of the Fiscal Year;
WHEREAS, it was also stated in the said Understanding, that the DSWD FO IV-A will also facilitate the release of the stipend of the Social Pension beneficiaries every month, but if it is not feasible every month, the allowed modes of payment shall only include Bi-Monthly and Quarterly release;
WHEREAS, as stated in the Memorandum of Understanding the Local Government of Taytay, Rizal shall mobilize the Senior Citizens Organizations (SCO) and Barangay Officials to assist in the information dissemination of the schedule and venue of the Social Pension Payout and they will also assist DSWD FO IV-A CALABARZON during the conduct of actual payout through verification of documents of the Social Pension beneficiaries;
WHEREAS, it was also stated in the proposed Memorandum of Understanding (MOU) other outlining terms and conditions for cooperation, partnership, and coordination in the implementation of the said program for the indigent senior citizen in the Municipality of Taytay, Province of Rizal;
WHEREAS, the Municipality of Taytay, Rizal recognizes the need to collaborate with the DSWD to effectively implement the Social Pension for Indigent Senior Citizens Program in this Municipality;
WHEREAS, it is deemed necessary and appropriate to authorize the Municipal Mayor to sign and enter into the said MOU on behalf of the Municipality of Taytay, Rizal to ensure the efficient execution of social pension program;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in session duly assembled, to AUTHORIZE THE MUNICIPAL MAYOR ALLAN MARTINE S. DE LEON, MPA, TO SIGN AND ENTER INTO A MEMORANDUM OF UNDERSTANDING (MOU) WITH THE DEPARTMENT OF SOCIAL WELFARE AND DEVELOPMENT (DSWD) FIELD OFFICE IV-A THROUGH THEIR REPRESENTATIVE, MR. BARRY R. CHUA, MD, REGIONAL DIRECTOR, REGARDING THE ONE THOUSAND PESOS (PHP 1,000.00) MONTHLY STIPEND OF INDIGENT SENIOR CITIZEN IN THE MUNICIPALITY OF TAYTAY, PROVINCE OF RIZAL.
RESOLVED FURTHER, that the duly signed Memorandum of Understanding (MOU) with Department of Social Welfare and Development (DSWD) Field Office IV-A shall be ratified first by the Sangguniang Bayan before its implementation.
RESOLVED FURTHERMORE, that a copy of this Resolution be furnished to all concerned offices for their information and appropriate action.
