Resolution No. 560 series of 2025

A RESOLUTION ACKNOWLEDGING THE TAYTAY MUNICIPAL TRICYCLE FRANCHISING AND REGULATORY BOARD RESOLUTION NO. 97 SERIES OF 2024 “APPROVING THE ADDITIONAL FIVE (5) LINES (FRANCHISE) REQUEST FROM ROWENAS BALAGOT TIKLING TRICYCLE OPERATORS DRIVERS ASSOCIATION (RBTTODA) FOR THE PURPOSE OF PROVIDING SAFE CONVEYANCE FOR COMMUTERS OF ROWENAS BALAGOT TO OPERATE WITHIN THE ROUTES AND TERMINAL ALLOCATED FOR THE TRICYCLE OPERATIONS”

WHEREAS, Section 16 of the General Welfare Clause of RA 7160 provides in part that every local government unit shall exercise powers necessary for its efficient and effective governance and those which are essential to the promotion of the general welfare;

WHEREAS, Section 447 paragraph 3(vi) and Section 458 paragraph 3(vi) of the Local Government Code of 1991 conferred unto the Municipal Government through the Sangguniang Bayan the power to regulate and grant franchise;

WHEREAS, the operation of tricycles is the primary mode of transportation in many areas in this municipality, servicing the secondary roads and subdivisions, and their operations greatly affect not only the mobility of the riding populace but also the peace, order, safety and harmony of the various areas wherein these tricycles operate;

WHEREAS, the RBTTODA have requested for the issuance of proper documents approving the five (5) Lines (Franchise) from 36 - 40 to provide safe and efficient conveyance for commuters from Rowenas - Balagot - Tikling, Barangay Dolores, Taytay, Rizal;

WHEREAS, the TMTFRB expressed no objection of this foregoing and have adopted TMTFRB Resolution No. 97 series of 2024 during their Board Regular Session held last December 12, 2024;

WHEREAS, it has to be noted that all approvals of additional lines are done by the Taytay Municipal Tricycle Franchising and Regulatory Board and are not within the roles of the Sangguniang Bayan;

NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in session duly assembled, hereby ACKNOWLEDGES THE TAYTAY MUNICIPAL TRICYCLE FRANCHISING AND REGULATORY BOARD RESOLUTION NO. 97 SERIES OF 2024 “APPROVING THE ADDITIONAL FIVE (5) LINES (FRANCHISE) REQUEST FROM ROWENAS BALAGOT TIKLING TRICYCLE OPERATORS DRIVERS ASSOCIATION (RBTTODA) FOR THE PURPOSE OF PROVIDING SAFE CONVEYANCE FOR COMMUTERS OF ROWENAS BALAGOT TO OPERATE WITHIN THE ROUTES AND TERMINAL ALLOCATED FOR THE TRICYCLE OPERATIONS”.

RESOLVED FURTHER, that the complete list of the franchise awardees be attached together with this Resolution and that copies of this Resolution by furnished and forwarded to all concerned for their information and appropriate action.

ADOPTED, this 12th day of February 2025, 4:38 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
