A RESOLUTION SUPPORTING THE EXTENSION OF THE OPERATION AND LOCATION OF THE HON. JUNE V. ZAPANTA EMERGENCY HOSPITAL TO THE NEW HON. JUNE V. ZAPANTA EMERGENCY HOSPITAL - ANNEX BEING CONSTRUCTED IN A PARCEL OF LAND AT SAPANG PUTOL CREEK, BARANGAY STA. ANA, IN THE MUNICIPALITY OF TAYTAY, PROVINCE OF RIZAL, AND FOR OTHER PURPOSES
WHEREAS, the Department of Health, under the Health Facilities Enhancement Program (“HFEP”), provided funding for the construction of Hon. June V. Zapanta Emergency Hospital - Annex (“HJVZEH-Annex”) which shall be used for the construction, upgrading, expansion, repair, and rehabilitation of the Municipal Government of Taytay, Province of Rizal (“LGU-Taytay”) Health Care Facilities including the purchase of equipment in alignment with Ambisyon Natin 2040 and the Philippine Development Plan 2017 - 2022;
WHEREAS, the existing Hon. June V. Zapanta Emergency Hospital (“HJVZEH”), located along Rizal Avenue, Taytay, Rizal, has been assessed and found to be both structurally and operationally outdated and renovation of its facilities has been deemed impractical and cost-prohibitive;
WHEREAS, the newly established Rizal Provincial Hospital System (“RPHS”), situated in close proximity to HJVZEH is fully capable of meeting the healthcare needs of the community and ensures continued access to quality medical services;
WHEREAS, in light of the availability of a nearby facility that offers comprehensive healthcare services, the allocation of public resources for the renovation of HJVZEH is no longer considered an efficient or justifiable use of funds;
WHEREAS, the construction of HJVZEH-Annex in a parcel of land at Sapang Putol Creek, Barangay Sta. Ana, Taytay, Rizal will provide essential healthcare services, reduce response times for medical emergencies, and improve overall public health outcomes for the 60,000 residents of Barangay Sta. Ana and San Juan, who currently lack access to timely and adequate healthcare services due to the absence of a nearby hospital;
WHEREAS, the Hon. June V. Zapanta Emergency Hospital (HJVZEH) and the HJVZEH-Annex shall be recognized and treated as one and the same entity for all administrative, legal, and operational purposes, in order to ensure consistency and clarity in official records, agreements, and communications, and to affirm that both names are equivalent and interchangeable in all relevant contexts;
WHEREAS, to ensure the continuous and efficient operation of HJVZEH-Annex, the LGU-Taytay shall allocate the necessary funds to cover its operational expenses, including but not limited to utilities, maintenance, and medical supplies, and provide adequate manpower, including health workers, medical professionals, and support staff, to ensure the effective delivery of healthcare services to the community;
WHEREAS, the DOH and the LGU-Taytay recognize the urgent need for medical infrastructure and are committed to ensuring equitable access to healthcare for all communities, especially those currently underserved;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, to SUPPORT THE EXTENSION OF THE OPERATION AND LOCATION OF THE HON. JUNE V. ZAPANTA EMERGENCY HOSPITAL TO THE NEW HON. JUNE V. ZAPANTA EMERGENCY HOSPITAL - ANNEX BEING CONSTRUCTED IN A PARCEL OF LAND AT SAPANG PUTOL CREEK, BARANGAY STA. ANA, IN THE MUNICIPALITY OF TAYTAY, PROVINCE OF RIZAL.
RESOLVED FURTHER, that a copy of this Resolution shall be forwarded to the Office of the Municipal Mayor and all concerned offices in the Municipal Government of Taytay.
ADOPTED, this 24th day of April 2025, 4:47 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
