Ordinance No. 834 series of 2024
AN ORDINANCE APPROVING SUPPLEMENTAL BUDGET NO. 4 AMOUNTING TO ELEVEN MILLION SEVEN HUNDRED TWELVE THOUSAND SIX HUNDRED THIRTEEN PESOS AND TWENTY CENTAVOS (PHP 11,712,613.20) TO FUND PRIORITY DISASTER PREPAREDNESS AND RESPONSE PROGRAMS OF THE MUNICIPAL GOVERNMENT OF TAYTAY
WHEREAS, 2022 Audit Observation Memorandum No. 12 issued by the Commission on Audit instructs the Municipal Government of Taytay to replenish the LDRRMF from the General Fund in the amount of Php 11,712,613.20 which was expended for transactions not directly related to the four thematic areas of the disaster risk reduction and management;
WHEREAS, MDRRMC Resolution No. 2024-003 approved the addendum to the 2024 Municipal Disaster Risk Reduction and Management Plan (MDRRMP) of the Municipal Government of Taytay;
WHEREAS, it is imperative for the Sangguniang Bayan to approve the Supplemental Budget No. 04 amounting to Eleven Million Seven Hundred Twelve Thousand and Six Hundred Thirteen Pesos and 20/100 (Php11,712,613.20) for the fiscal year 2024 to ensure compliance with AOM No. 12 issued by COA and fund the priority disaster preparedness and response programs of the Municipal Government of Taytay;
NOW THEREFORE, BE IT ORDAINED, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, that:
Section 1. APPROPRIATION - The amount of Eleven Million Seven Hundred Twelve Thousand Six Hundred Thirteen Pesos and 20/100 (Php 11,712,613.20) is hereby appropriated as an integral part of the General Fund Budget for the year 2024 by way of Supplemental Budget No. 04.
The budget documents consisting of the following are incorporated herein and made as integral part of this Ordinance:
1. Statement of Funding Sources signed by the Municipal Treasurer and Municipal Accountant
2. Statement of Supplemental Appropriation signed by the Municipal Mayor and the Municipal Budget Officer
Section 2. SOURCE OF FUND - The source of fund for Supplemental Budget No. 04 is as follows:
Unappropriated Surplus Php 11,712,613.20
Total Available for Supplemental Appropriation Php 11,712,613.20
Section 3. EXPENDITURES - The amount of Eleven Million Seven Hundred Twelve Thousand Six Hundred Thirteen Pesos and 20/100 (Php 11,712,613.20) is hereby appropriated for Supplemental Budget No. 04 as follows:

Section 4. COMPLIANCE WITH APPLICABLE LAWS - Disbursement of these funds is subject to the usual accounting and auditing rules and regulations.
Section 5. SEPARABILITY CLAUSE - If for any reason, any section or provision of this Ordinance is declared to be unconstitutional or invalid, all other provisions hereof which are not affected thereby shall continue to be in full force and effect.
Section 6. EFFECTIVITY CLAUSE - This Ordinance shall take effect immediately upon its approval.
