A RESOLUTION RATIFYING THE MDRRMC RESOLUTION NO. 2024-003: A RESOLUTION APPROVING THE FY 2025 MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT PLAN (MDRRMP) IN THE AMOUNT OF ONE HUNDRED TWO MILLION TWELVE THOUSAND SEVEN HUNDRED TWENTY-FIVE PESOS AND SEVENTEEN CENTAVOS (PHP 102,012,725.17) REPRESENTING 5% OF THE ANNUAL BUDGET FOR THE MUNICIPALITY OF TAYTAY, PROVINCE OF RIZAL AND APPROVING THE MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT PLAN (MDRRMP) FY 2025
WHEREAS, Section 16 of Republic Act (“R.A.”) No. 7160, otherwise known as the Local Government Code of 1991 states that, “[e]very local government unit shall exercise the powers expressly granted, those necessarily implied there from, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare”, and to “ensure and support, among other things, the preservation and enrichment of culture, promote health and safety, enhance the right of the people to a balanced ecology, encourage and support the development of appropriate and self-reliant scientific and technological capabilities, improve public morals, enhance economic prosperity and social justice, promote full employment among their residents, maintain peace and order, and preserve the comfort and convenience of their inhabitants”;
WHEREAS, Section 21 of the Philippine Disaster Risk Reduction and Management Act of 2010, R.A. 10121, provides that not less than five percent (5%) of the estimated revenue from regular sources of Local Government Unit shall be set aside as the Local Disaster Risk Reduction and Management Fund (LDRRMF) to support disaster risk reduction and management activities such as pre-disaster preparedness programs including trainings, purchasing of life-saving rescue equipment, supplies and medicines, for post disaster activities including relief, recovery and rehabilitation programs and for the payment of premiums on calamity insurance;
WHEREAS, Section 12(a) of R.A. No. 10121 states the Local Disaster Risk Reduction and Management Office (LDRRMO) shall be responsible for setting the direction, development, implementation and coordination of disaster risk management programs within their territorial jurisdiction;
WHEREAS, Section 12(c)(6) for R.A. No. 10121 states that the LDRRMO shall formulate and implement a comprehensive and integrated LDRMMP in accordance with the national, regional and provincial framework and policies on disaster risk reduction in close coordination with the Local Development Councils (LDCs);
WHEREAS, Section 12(c)(7) of R.A. No. 10121 further provides that the LDRRMO shall prepare and submit to the Local Sanggunian through the LDRRMC and the LDC the annual LDRRMO Plan and Budget, the proposed programming of the LDRRMF other dedicated disaster risk reduction and management resources, and other regular funding source/s and budgetary support of the LDRRMO;
WHEREAS, the Taytay Local Disaster Risk Reduction Management Office through the Taytay Local Disaster Risk Reduction Management Council, submitted Taytay LDRRMC Resolution No. 2024-003: “A Resolution approving the FY 2025 Municipal Disaster Risk Reduction and Management Plan (MDRRMP) in the amount of One Hundred Two Million Twelve Thousand Seven Hundred Twenty-Five Pesos and 17/100 (Php 102,012,725.17) for the Municipality of Taytay, Province of Rizal”, for ratification;
WHEREAS, the amount appropriated for Local Disaster Risk Reduction and Management Fund represents five percent (5%) of the estimated revenue of the Municipality of which thirty percent (30%) was allotted for Quick Response Fund (QRF) and seventy percent (70%) for Disaster Preparedness and Mitigation;
WHEREAS, the Sangguniang Bayan finds the Municipal Disaster Risk Reduction and Management Plan and LDRRMF in accordance with the provisions of R.A. No. 7160 and R.A. No. 10121;
WHEREAS, consistent with the goal of providing Serbisyong May Ngiti to all Taytayeños through prompt and utmost public service, this Sangguniang Bayan Resolution is being issued;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, hereby RATIFIES THE MDRRMC RESOLUTION NO. 2024-003: A RESOLUTION APPROVING THE FY 2025 MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT PLAN (MDRRMP) IN THE AMOUNT OF ONE HUNDRED TWO MILLION TWELVE THOUSAND SEVEN HUNDRED TWENTY-FIVE PESOS AND SEVENTEEN CENTAVOS (PHP 102,012,725.17) REPRESENTING 5% OF THE ANNUAL BUDGET FOR THE MUNICIPALITY OF TAYTAY, PROVINCE OF RIZAL AND APPROVING THE MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT PLAN (MDRRMP) FY 2025.
RESOLVED FURTHER, that copies of this Resolution be furnished to all Offices concerned for their information and appropriate action.
