Resolution No. 456 series of 2024

A RESOLUTION AUTHORIZING THE HONORABLE MAYOR ALLAN MARTINE S. DE LEON, MPA TO ENTER INTO A MEMORANDUM OF UNDERSTANDING (MOU) WITH THE DEPARTMENT OF SCIENCE AND TECHNOLOGY - PHILIPPINE TEXTILE RESEARCH INSTITUTE (DOST-PTRI) REPRESENTED BY DIRECTOR JULIUS L. LEAÑO, JR. FOR THE RESEARCH AND DEVELOPMENT COMPONENT OF THE PROPOSED PROCESSING OF TEXTILE WASTES WITHIN THE MUNICIPALITY

WHEREAS, RA 7160 provides that the local chief executive shall represent the municipality in all its business transactions and sign in its behalf all bonds, contracts, and obligations, and such other documents upon authority of the Sangguniang Bayan or pursuant to law or ordinance;

WHEREAS, the Philippine Textile Research Institute (PTRI), an agency of the Department of Science and Technology (DOST), is the lead government agency, mandated to conduct applied research and development for the textile industry sector; undertake the transfer of completed researches to end-users or via linkage units of other government agencies; and undertake technical services and provide training programs;

WHEREAS, DOST-PTRI reaches out to its potential technology adopters, partners and beneficiaries by working collaboratively with them earlier in the R&D process, thereby increasing chances of smoother lab-to-industry crossover and technology commercialization;
WHEREAS, the Municipality of Taytay, Rizal, in its mission to boost the local economy and to support local industries providing decent livelihoods to its citizens while being cognizant of its role to be a protector of the environment, seeks to innovate and implement solutions to promote sustainable practices in its garments sector;

WHEREAS, both Taytay LGU and the DOST-PTRI recognize the value of joint research and development collaborations and finds congruence with the objectives of the latter in promoting circularity and sustainability in the textile sector, and to craft novel solutions towards textile waste management and upcycling;

WHEREAS, this August Body recognizes the importance of this partnership as this will pave way for the improvement of the garments industry of Taytay, Rizal;

NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, hereby AUTHORIZES THE HONORABLE MAYOR ALLAN MARTINE S. DE LEON, MPA TO ENTER INTO A MEMORANDUM OF UNDERSTANDING (MOU) WITH THE DEPARTMENT OF SCIENCE AND TECHNOLOGY - PHILIPPINE TEXTILE RESEARCH INSTITUTE (DOST-PTRI) REPRESENTED BY DIRECTOR JULIUS L. LEAÑO, JR. FOR THE RESEARCH AND DEVELOPMENT COMPONENT OF THE PROPOSED PROCESSING OF TEXTILE WASTES WITHIN THE MUNICIPALITY.

RESOLVED FURTHER, that the Memorandum of Understanding (MOU) between the Taytay LGU and the Department of Science and Technology – Philippine Textile Research Institute shall be ratified by the Sangguniang Bayan prior to implementation.

RESOLVED FURTHERMORE, that a copy of this Resolution be furnished to all associated offices and parties concerned for their information and appropriate action.

ADOPTED, this 7th day of August 2024, 2:40 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
