A RESOLUTION APPROVING THE ADDENDUM ON THE 2024 MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT PLAN (“MDRRMP”) INCREASING THE TOTAL AMOUNT TO TWELVE MILLION THREE HUNDRED FIFTY-TWO THOUSAND EIGHT HUNDRED TWELVE PESOS AND SEVENTY-SIX CENTAVOS (PHP 12,352,812.76) OF THE MUNICIPAL GOVERNMENT OF TAYTAY, PROVINCE OF RIZAL, AND FOR OTHER PURPOSES
WHEREAS, Section 16 of the General Welfare Clause of the Local Government Code of 1991, R.A. 7160, provides that every Local Government Unit shall exercise the powers granted, implied and necessary, appropriate, or incidental for its efficient and effective governance and those which are essential to the promotion of the general welfare;
WHEREAS, Section 21 of the Philippine Disaster Risk Reduction and Management Act of 2010, R.A. 10121, provides that not less than five percent (5%) of the estimated revenue from regular sources of Local Government Unit shall be set aside as the Local Disaster Risk Reduction and Management Fund (LDRRMF) to support disaster risk reduction and management activities such as pre-disaster preparedness programs including trainings, purchasing of life-saving rescue equipment, supplies and medicines, for post disaster activities including relief, recovery and rehabilitation programs and for the payment of premiums on calamity insurance;
WHEREAS, 2022 Audit Observation Memo No. 12 issued by the Commission on Audit instructs the Municipal Government of Taytay to replenish the LDRRM from the General Fund in the amount of Php 11,712,613.20 which was expended for transactions not directly related to the four thematic areas of disaster risk reduction and management;
WHEREAS, there is a need to appropriate the identified excess from the actual allocation of 2024 National Tax Allocation of the Municipality of Taytay;
WHEREAS, programs, projects and activities included on this plan shall be fixed and accompany the corresponding allocated fund should the fund form part the unexpended balance of the 5% DRRMF at the end of the year and will then be transferred to Trust Fund;
WHEREAS, the Municipal Government of Taytay’s primary goals is to intensify its disaster response and preparedness hence, the upgrade of the facilities and equipment used by our disaster response personnel is being proposed;
WHEREAS, it has been identified that there are various programs and activities for disaster preparedness and mitigation which need to be implemented and additional funding hence, this proposed addendum;
WHEREAS, to ensure the delivery of utmost Serbisyong May Ngiti, the allocation of funds for Municipal Disaster Risk Reduction and Management Plan (DRRMP)s are necessary
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in session duly assembled, hereby APPROVES THE ADDENDUM ON THE 2024 MUNICIPAL DISASTER RISK REDUCTION AND MANAGEMENT PLAN (“MDRRMP”) INCREASING THE TOTAL AMOUNT TO TWELVE MILLION THREE HUNDRED FIFTY-TWO THOUSAND EIGHT HUNDRED TWELVE PESOS AND SEVENTY-SIX CENTAVOS (PHP 12,352,812.76) OF THE MUNICIPAL GOVERNMENT OF TAYTAY, PROVINCE OF RIZAL, AND FOR OTHER PURPOSES.
RESOLVED FURTHER, that copies of this Resolution be furnished to all concerned for their information and appropriate action.
ADOPTED, this 16th day of December 2024, 12:33 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
