RESOLUTION INTERPOSING NO OBJECTION TO THE APPLICATION OF ROYAL VENTURES CO. INC., (BINGO BEE) FOR THE RENEWAL OF THE ESTABLISHED PHILIPPINE AMUSEMENT AND GAMING CORPORATION (PAGCOR) - APPROVED BINGO GAMES OPERATIONS, AND FOR THE NEW APPLICATION FOR ESTABLISHMENT OF PHILIPPINE AMUSEMENT AND GAMING CORPORATION (PAGCOR) - APPROVED ELECTRONIC GAMES, LOCATED AT 2ND FLOOR MARC SQUARE BUILDING, BARANGAY SAN JUAN, MUNICIPALITY OF TAYTAY, PROVINCE OF RIZAL
WHEREAS, this August Body received a referral letter from the Municipal Admin Office pertaining to the letter from Ms. Marilyn C. Mahinan, Chief Operating Officer of Royal Ventures Co. Inc. (Bingo Bee) requesting for inclusion of the Philippine Amusement and Gaming Corporation - Approved E-games in their pre-existing Resolution of No Objection;
WHEREAS, Republic Act 7160 otherwise known as the Local Government Code of 1991 Section 447 subsection 4 paragraph 7 provides for the authority of the Sangguniang Bayan to regulate establishment, operation, and maintenance of entertainment or amusement facilities;
WHEREAS, PAGCOR Gaming Site Regulatory Manual for Bingo Games requires the submission of a council resolution or ordinance from the Local Government Unit stating no objection to the establishment and operation of a gaming site situated within its locality;
WHEREAS, Part III Section 1(d) of the PAGCOR’s Regulatory Framework for the Issuance of Gaming License for the Establishment of Gaming Venues Rev. No. 1 with Effectivity since November 22, 2023, supersedes the Regulation 3 Section 2(c) of the PAGCOR’s Gaming Site Regulatory Manual, and the distance restriction shall not apply;
WHEREAS, Royal Ventures Co. Inc., has committed itself to comply strictly with the existing and applicable rules, resolutions, ordinances, and other regulation of the Municipality of Taytay, Rizal for the establishment and operation of PAGCOR-Approved electronic gaming outlet in the Municipality of Taytay, Province of Rizal;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, hereby INTERPOSES NO OBJECTION TO THE APPLICATION OF ROYAL VENTURES CO. INC., (BINGO BEE) FOR THE RENEWAL OF THE ESTABLISHED PHILIPPINE AMUSEMENT AND GAMING CORPORATION (PAGCOR) - APPROVED BINGO GAMES OPERATIONS, AND FOR THE NEW APPLICATION FOR ESTABLISHMENT OF PHILIPPINE AMUSEMENT AND GAMING CORPORATION (PAGCOR) - APPROVED ELECTRONIC GAMES, LOCATED AT 2ND FLOOR MARC SQUARE BUILDING, BARANGAY SAN JUAN, MUNICIPALITY OF TAYTAY, PROVINCE OF RIZAL.
RESOLVED FURTHER, that copies of this Resolution be furnished to the Office of the Mayor, the Municipal Legal Office, Business Permit and Licensing Office, and all other concerned offices for their information and appropriate action.
RESOLVED FURTHERMORE, that any violation committed by the Royal Ventures Co. Inc., shall be subjected for the revocation of this Resolution of No Objection.
RESOLVED FURTHERMOST, that this Resolution of No Objection shall be renewable every three (3) years to the Sangguniang Bayan.
