Resolution No. 405 series of 2024

A RESOLUTION HUMBLY REQUESTING THE LOCAL CHIEF EXECUTIVE ALLAN MARTINE S. DE LEON, MPA, TO ISSUE AN EXECUTIVE ORDER APPOINTING THE OFFICIAL REPRESENTATIVES OF THE MUNICIPALITY OF TAYTAY TO THE LAGUNA DE BAY REGION – WATER QUALITY MANAGEMENT AREA (LDBR-WQMA) MANGGAHAN SUB-BASIN TO INCLUDE DR. MYLENE G. CAYETANO AS THE ACADEME REPRESENTATIVE

WHEREAS, pursuant to Section 1 of R.A. No. 4850, it is the policy of the state to promote, and accelerate the development and balanced growth of the Laguna Lake area and the surrounding provinces, cities and towns hereinafter referred to as the region, within the context of the national and regional plans and policies for social and economic development and to carry out the development of the Laguna Lake region with due regard and adequate provisions for environmental management and control, preservation of the quality of human life and ecological systems, and the prevention of undue ecological disturbances, deterioration and pollution;

WHEREAS, pursuant to Section 5 of Republic Act No. 9275, otherwise known as the “Clean Water Act of 2004”, the areas within the jurisdiction of the Laguna Lake Development Authority (LLDA) shall be designated as one management area under the administration of LLDA in accordance with Republic Act No. 4850, as amended;

WHEREAS, pursuant to Chapter 2, Article I, Rule 5.5 of DENR Administrative Order No. 2005-10 or the Implementing Rules and Regulations of the Philippine Clean Water Act of 2004 (RA 9275), which provides that the Governing Rules shall be issued by the individual Governing Boards, these rules and regulations are hereby promulgated for the operationalization of the Laguna de Bay Region Water Quality Management Area (LDBR-WQMA);
WHEREAS, pursuant to section 4 of the WQMA Board Resolution No. 3 which proposed the governing rules for the operationalization of the LDBR-WQMA, the Manggahan sub basin is Identified as one of the sub basins of the LDBR-WQMA which encompasses the cities of Antipolo, Marikina, and Pasig and the municipalities of Cainta and Taytay, Province of Rizal, with total area of the sub-basin is about 8,760.904 hectares;

WHEREAS, the Sanggunian recommends the appointment of Dr. Cayetano as the municipality’s de facto Academe Representative, as also recommended by the LBDR-WQMA Manggahan Sub-Basin, for her work with the University of the Philippines and for being a resident of the municipality involved in the municipality’s efforts to rehabilitate its waterways;

WHEREAS, Dr. Cayetano currently leads the Taytay River Initiatives for a Better Environment (TRIBE) Project that is in partnership with the Local Government Unit of Taytay that is funded by the Department of Science and Technology - Philippine Council for Industry, Energy, and Emerging Technology, Research and Development;

WHEREAS, the LDBR-WQMA requires Local Government Units to be represented by (1) the Liga ng mga Barangay President, (2) Municipal Department Representative, (3) Civil Society Representative, (4) Private Sector Representative, and (5) Academe Representative;

NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in session duly assembled, to HUMBLY REQUEST THE LOCAL CHIEF EXECUTIVE ALLAN MARTINE S. DE LEON, MPA, TO ISSUE AN EXECUTIVE ORDER APPOINTING THE OFFICIAL REPRESENTATIVES OF THE MUNICIPALITY OF TAYTAY TO THE LAGUNA DE BAY REGION – WATER QUALITY MANAGEMENT AREA (LDBR-WQMA) MANGGAHAN SUB-BASIN TO INCLUDE DR. MYLENE G. CAYETANO AS THE ACADEME REPRESENTATIVE.

RESOLVED FURTHER, that copies of this Resolution be furnished to all concerned offices for their information and appropriate action.

ADOPTED, this 8th day of May 2024, 3:10 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
