A RESOLUTION AUTHORIZING THE MUNICIPAL MAYOR, ALLAN MARTINE S. DE LEON, MPA, TO SIGN AND ENTER INTO A MEMORANDUM OF AGREEMENT WITH LANDBANK OF THE PHILIPPINES REPRESENTED BY DINNA G. ABAO, HEAD OF TAYTAY BRANCH, TO OPERATE THE LANDBANK LINK.BIZPORTAL IN THE MUNICIPAL GOVERNMENT OF TAYTAY, PROVINCE OF RIZAL
WHEREAS, Section 16 of Republic Act (“R.A.”) No. 7160, otherwise known as the Local Government Code of 1991 states that “[e]very local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare”;
WHEREAS, Section 3(h) of R.A. No. 10844 otherwise known as the Department of Information and Communications Technology Act of 2015 provides that the State shall “[p]romote the use of ICT for the enhancement of key public services, such as education, public health and safety, revenue generation, and socio-civic purposes”;
WHEREAS, in his speech given at the 2023 International Cable Congress and Exhibit, President Ferdinand R. Marcos Jr. highly encouraged the full digitalization of the Philippine Economy;
WHEREAS, the Municipal Government of Taytay, Rizal (“Municipal Government”), pursuant to the provisions of Republic Act No. 8792, otherwise known as the Electronic Commerce Act of 2000, is currently undertaking the modernization of its facility to provide fast and efficient alternative payment collection services to its clientele;
WHEREAS, the Landbank of the Philippines (“Landbank”) designed and operated the Landbank Link.BizPortal to allow partner-merchants’ clients to directly transact with the Landbank payment gateway or allow partner-merchants to directly interface with the Landbank payment gateway, whichever is available;
WHEREAS, under the Landbank Link.Bizportal, the constituents and/or parties having official transactions with the Municipal Government may transact business and/or pay their monetary obligations to the Municipal Government via the internet using any of the ePayment models being offered by Landbank, and subject to the terms and conditions appurtenant thereto;
WHEREAS, the Landbank of the Philippines, in its proposed Memorandum of Agreement (“MOA”) to the Municipal Government, offers e-payment models in which constituents may transact business and/or pay their monetary obligations to the Municipal Government via the internet through the Landbank Link.BizPortal;
WHEREAS, Landbank Link.BizPortal will benefit the Taytayeño constituents as the same will offer ease and convenience for the Taytayeño merchants and business-owners in their e-payment transactions with the Municipal Government compared to traditional payment methods;
WHEREAS, the Municipal Government finds the proposed Link.BizPortal beneficial by reducing the cost of managing and distributing welfare benefits, tax refunds, and other payments, as well as in helping to combat fraud and improve revenue collection;
WHEREAS, consistent with the goal of providing Serbisyong May Ngiti to all Taytayeños, the signing of said MOA will strengthen the mission of the Municipal Government to meet the needs of its constituents;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, to AUTHORIZE THE MUNICIPAL MAYOR, ALLAN MARTINE S. DE LEON, MPA, TO SIGN AND ENTER INTO A MEMORANDUM OF AGREEMENT WITH LANDBANK OF THE PHILIPPINES REPRESENTED BY DINNA G. ABAO, HEAD OF TAYTAY BRANCH, TO OPERATE THE LANDBANK LINK.BIZPORTAL IN THE MUNICIPAL GOVERNMENT OF TAYTAY, PROVINCE OF RIZAL.
RESOLVED FURTHER, that a copy of this Resolution shall be forwarded to the Office of the Municipal Mayor, and all concerned offices in the Municipal Government of Taytay.
ADOPTED, this 17th day of January 2024, 2:27 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
