A RESOLUTION APPROVING AND ADOPTING THE RESOLUTION OF THE LOCAL DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL (LDRRMC) FOR THE COMPREHENSIVE EMERGENCY PROGRAM FOR CHILDREN (CEPC) PLAN TO BE INCLUDED IN THE LOCAL DISASTER RISK REDUCTION AND MANAGEMENT PLAN (LDRRMP)
WHEREAS, Republic Act No. 10121, also known as the “Philippine Disaster Risk Reduction and Management Act of 2010”, mandates the adoption of measures to reduce disaster risks and enhance disaster preparedness, response, and recovery at all levels of government;
WHEREAS, the Comprehensive Emergency Program for Children is part of Republic Act 10821 also known as Children's Emergencies Relief and Protection Act, that protects children, pregnant and lactating mothers during disasters and emergencies;
WHEREAS, under Republic Act 10821 also known as Children’s Emergencies Relief and Protection Act it requires the local government unit to incorporate the Comprehensive Emergency Program for Children (CEPC) in their disaster risk reduction and management plans and policies to ensure that children and other vulnerable groups will be given priority in disaster response and intervention;
WHEREAS, the Local Disaster Risk Reduction and Management Council (LDRRMC) of the Municipality of Taytay, Rizal has formulated a Comprehensive Emergency Program for Children (CEPC) to ensure the protection, safety, and well-being of children before, during, and after disasters and emergencies;
WHEREAS, the said Comprehensive Emergency Program for Children (CEPC) Plan outlines child-sensitive disaster risk reduction and management interventions, including preparedness, response, rehabilitation, and recovery programs that align with national policies and frameworks on child protection in emergencies;
WHEREAS, the Local Government of Taytay, Rizal recognizes the urgent need to integrate the CEPC Plan into the Local Disaster Risk Reduction and Management Plan (LDRRMP) to institutionalize child-centered disaster preparedness and response mechanisms;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, hereby APPROVES AND ADOPTS THE RESOLUTION OF THE LOCAL DISASTER RISK REDUCTION AND MANAGEMENT COUNCIL (LDRRMC) FOR THE COMPREHENSIVE EMERGENCY PROGRAM FOR CHILDREN (CEPC) PLAN TO BE INCLUDED IN THE LOCAL DISASTER RISK REDUCTION AND MANAGEMENT PLAN (LDRRMP).
RESOLVED FURTHER, that copies of this Resolution be furnished to all concern offices for their information and appropriate action.
ADOPTED, this 7th day of May 2025, 2:06 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
