Resolution No. 403 series of 2024

A RESOLUTION RESPECTFULLY REQUESTING THE LOCAL CHIEF EXECUTIVE MAYOR ALLAN MARTINE S. DE LEON, MPA, TO FACILITATE THE TRANSFER AND FURTHER PRESERVATION OF THE ARTWORK OF GODOFREDO F. ZAPANTA ENTITLED: “KULTURA AT MGA PANGARAP”

WHEREAS, the mural in canvass entitled: “Kultura at mga Pangarap” was commissioned by the Municipal Government of Taytay in the year 2009 as manifested by a Memorandum of Agreement ratified by the Sanggunian through Resolution No. 98 s. 2009;

WHEREAS, the painting, according to the resolutions, “will portray the reflection of Taytay’s Cultural activities and traditions” and was initially displayed at the 3rd floor of the New Taytay Municipal Building;

WHEREAS, the painting was transferred last November 2022 to the 3rd floor of the New Taytay Public Market to serve as a focal point to the would-be renovated floor that will serve as a space for the extension of municipal offices and services;

WHEREAS, the new location, since it has not yet underwent necessary renovations, exposes the painting to extreme heat, dust, and rain-natural elements that may cause the dilapidation and damage to the artwork;

WHEREAS, to continue to provide reverence to the artist, and to protect this important artwork that depicts the town’s cultural activities and traditions, it is imperative for the local government to ensure its proper handling and preservation;

WHEREAS, aside from its cultural significance, this painting was commissioned using public funds, thus, is more worthy of protection and preservation, for the future generations to view and appreciate;

WHEREAS, the Local Government Unit of Taytay, through the General Services Office and the Office of the Municipal Mayor, may seek the help of art curators and experts for the transfer, relocation, and proper preservation of the painting in oil;

NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in session duly assembled, hereby humbly and RESPECTFULLY REQUESTS HONORABLE MAYOR ALLAN MARTINE S. DE LEON TO FACILITATE THE TRANSFER AND FURTHER PRESERVATION OF THE MURAL, “KULTURA AT MGA PANGARAP” BY MR. GODOFREDO F. ZAPANTA TO A MORE CONDUCIVE LOCATION.

RESOLVED FURTHER, that the Presiding Officer and the Liga ng mga Barangay President expressed their intent to host the artwork on the Sangguniang Bayan Hall on the 5th Floor of the Municipal Building and the Duavit Hall of Brgy. San Juan, respectively, for consideration of experts and/or curators.

RESOLVED FURTHERMORE, that copies of this Resolution be furnished to all concerned offices for their information and appropriate action.

ADOPTED, this 8th day of May 2024, 3:09 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
