Resolution No. 557 series of 2025

A RESOLUTION RATIFYING THE MEMORANDUM OF UNDERSTANDING (“MOU”) ENTERED INTO BY AND BETWEEN THE MUNICIPAL GOVERNMENT OF TAYTAY, REPRESENTED BY MUNICIPAL MAYOR HON. ALLAN MARTINE S. DE LEON, MPA, AND PHILIPPINE BUSINESS FOR EDUCATION, INC. (“PBED”), REPRESENTED BY ITS EXECUTIVE DIRECTOR, JUSTINE B. RAAGAS, TO ENHANCE THE QUALITY OF EDUCATION AND PROMOTE SKILLS DEVELOPMENT AMONG THE YOUTH SECTOR IN THE MUNICIPALITY OF TAYTAY, PROVINCE OF RIZAL, AND FOR OTHER PURPOSES


WHEREAS, the Municipal Government of Taytay has entered into a Memorandum of Understanding (“MOU”) with Philippine Business for Education, Inc. (“PBEd”) through Sangguniang Bayan Resolution No. 474 Series of 2024 entitled, “A Resolution Authorizing the Municipal Mayor, Allan Martine S. De Leon, MPA, to Sign and Enter Into a Memorandum of Understanding with Philippine Business for Education, Inc. represented by its Executive Director, Justine R. Raagas, to Enhance the Quality of Education and Promote Skills Development among the Youth Sector in the Municipality of Taytay, Province of Rizal, and for Other Purposes”;

WHEREAS, Section 2, Article XIV of the 1987 Constitution mandates the State to “[e]ncourage non-formal, informal, and Indigenous learning systems, as well as self-learning, independent, and out-of-school study programs particularly those that respond to community needs”;

WHEREAS, Section 16 of Republic Act (“R.A.”) No. 7160, otherwise known as the Local Government Code states that, “[e]very local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare”;

WHEREAS, the partnership between the Philippine Business for Education, Inc. (“PBEd”) and the Municipal Government of Taytay, Rizal aims to develop and implement sustainable development, youth employment, and lifelong learning. This is done through learning and developing work-related skills and mastering underlying knowledge and scientific principles to support self-employment;

WHEREAS, in order to ensure the expeditious implementation of said programs, the Municipal Government expressed its interest in partnering with all accredited technical vocational institutions in the Municipality of Taytay, Province of Rizal;

WHEREAS, consistent with the goal of providing Serbisyong May Ngiti to all Taytayeños through prompt and utmost public service, this Sangguniang Bayan Resolution is being issued;

NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in session duly assembled, hereby RATIFIES THE MEMORANDUM OF UNDERSTANDING (“MOU”) ENTERED INTO BY AND BETWEEN THE MUNICIPAL GOVERNMENT OF TAYTAY, REPRESENTED BY MUNICIPAL MAYOR HON. ALLAN MARTINE S. DE LEON, MPA, AND PHILIPPINE BUSINESS FOR EDUCATION, INC. (“PBEd”), REPRESENTED BY ITS EXECUTIVE DIRECTOR, JUSTINE B. RAAGAS, TO ENHANCE THE QUALITY OF EDUCATION AND PROMOTE SKILLS DEVELOPMENT AMONG THE YOUTH SECTOR IN THE MUNICIPALITY OF TAYTAY, PROVINCE OF RIZAL, AND FOR OTHER PURPOSES.

RESOLVED FINALLY, that a copy of this Resolution be furnished to all concerned for their information and appropriate action.

ADOPTED, this 5th day of February 2025, 2:29 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
