A RESOLUTION REQUESTING THE DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS FOR AN UPDATE ON THE STATUS OF THEIR 2007 LETTER TO MERALCO AND URGING THE WITHDRAWAL OF SAID LETTER IN LIGHT OF CURRENT CIRCUMSTANCES REGARDING THE INSTALLATION OF ELECTRICITY IN THE BERM OF THE WEST AND EAST EMBANKMENTS OF THE MANGGAHAN FLOODWAY, TAYTAY, RIZAL, AND FOR OTHER PURPOSE
WHEREAS, on 08 September 2007, the Department of Public Works and Highways (“DPWH”) issued a letter to MERALCO, stating that it would not issue certificates to the informal settlers residing on the berms of the west and east embankments of the Manggahan Floodway from Pasig City to Angono, Rizal, citing the following reasons: (1) the area is considered a danger zone; and (2) planned government infrastructure projects within Metro Manila;
WHEREAS, almost 20 years have passed since the issuance of the aforementioned letter, and to date, no government infrastructure projects have been constructed in the subject area within Taytay, Rizal, nor has any comprehensive relocation and resettlement plan been implemented for the residents in the area;
WHEREAS, as a consequence of the DPWH’s letter, the residents of the west and east embankments of the Manggahan Floodway within Taytay, Rizal have been living without access to electricity, which has significantly impacted their quality of life, health and general welfare;
WHEREAS, in light of the current situation, MERALCO has informed the Municipal Government of Taytay, Rizal, that they are now able to provide electricity to the area through a prepaid payment system, allowing for temporary electricity connections while considering the dangerous nature of the area and the potential future construction of the government infrastructure projects and the pending relocation and resettlement of the residents;
WHEREAS, the Municipal Government believes that the continued withholding of electricity to the residents of the subject area is unjust, especially considering the absence of the construction of government infrastructure project and comprehensive relocation and resettlement plan, and that it is a matter of humanitarian concern to provide these residents with the essential service of electricity;
WHEREAS, it is imperative that the Municipal Government be provided an update on the status of the letter sent to MERALCO regarding the installation of electricity in the west and east embankments of the Manggahan Floodway within Taytay, Rizal, including the actions taken, responses received, and the current status of the proposed government infrastructure projects and comprehensive relocation and resettlement plan;
WHEREAS, it is crucial that the DPWH withdraw the 2007 letter, given the lack of progress on the proposed government infrastructure projects and the absence of a comprehensive relocation and resettlement plan, thus allowing the provision of electricity to the residents of the west and east embankments of the Manggahan Floodway in Taytay, Rizal, which may be through MERALCO’s prepaid payment system;
WHEREAS, consistent with the goal of providing Serbisyong May Ngiti to all Taytayeños, the provision of basic services such as electricity is essential to improve the living conditions of our constituents;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, to REQUEST THE DEPARTMENT OF PUBLIC WORKS AND HIGHWAYS FOR AN UPDATE ON THE STATUS OF THEIR 2007 LETTER TO MERALCO AND URGE THE WITHDRAWAL OF SAID LETTER IN LIGHT OF CURRENT CIRCUMSTANCES REGARDING THE INSTALLATION OF ELECTRICITY IN THE BERM OF THE WEST AND EAST EMBANKMENTS OF THE MANGGAHAN FLOODWAY, TAYTAY, RIZAL.
RESOLVED FURTHER, that copies of this Resolution be forwarded to the Office of the Municipal Mayor, and all concerned offices in the Municipal Government of Taytay, Rizal and National Government Agencies.
ADOPTED, this 26th day of February 2025, 3:59 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
