A RESOLUTION ESTABLISHING THE SISTERHOOD RELATIONSHIP BETWEEN THE MUNICIPALITY OF TAYTAY, RIZAL, PHILIPPINES, AND THE MUNICIPALITY OF MALAY, AKLAN, PHILIPPINES
WHEREAS, Section 33 of the Local Government Code of 1991 states that “…Local Government Units may, through appropriate ordinances, group themselves, consolidate, or coordinate their efforts, services, and resources for purposes commonly beneficial to them…”;
WHEREAS, the Republic Act 10644, “An Act promoting job generation and inclusive growth through the development of Micro, Small and Medium Enterprises”, Section 2. Declaration of Policy. – “… the policy of the State to foster national development, promote inclusive growth, and reduce poverty by encouraging the establishment of micro, small, and medium enterprises (MSMEs) that facilitate local job creation, production, and trade in the country. MSMEs increase income for poor households and build both business equity and personal assets over a period of time. To this end, the State shall develop plans and initiate means to ease the constraints on the establishments of MSMEs in order to rationalize the existing bureaucratic regulations, providing greater incentives and benefits to MSMEs, and strengthening the Micro, Small, and Medium Enterprise Development (MSMED) Council”;
WHEREAS, the Sangguniang Bayan of Malay, Aklan, through the Sangguniang Bayan Secretary, Concordia S. Alcantara, in a letter dated April 22, 2024, formally invited the Honorable Mayor Allan Martine S. De Leon, M.P.A., for a Joint Session to discuss a Sisterhood with Taytay, Rizal and possible economic partnership that would be beneficial to both parties as well as sharing of cultural heritage and best practices to both local government units;
WHEREAS, it is the desire and interest of the people of Taytay, Rizal thru the Sangguniang Bayan, to establish a Sisterhood relationship with the Municipality of Malay, Aklan, through the following:
1. Garments Industry business-matching and market linkaging programs
2. Tourism promotion programs
3. MSME capacity-building programs
4. Promotion of ease of doing business and access to market
5. Coordinate with schools and tourism-related businesses for the development of business-to-customer opportunities for the garments and tourism industry
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, that:
a. A SISTERHOOD relation be ESTABLISHED BETWEEN THE MUNICIPALITY OF TAYTAY, RIZAL, PHILIPPINES, and the MUNICIPALITY OF MALAY, AKLAN, PHILIPPINES.
b. The Mayor of Taytay, Rizal, Honorable Allan Martine S. De Leon, M.P.A., is hereby authorized to negotiate and sign a Memorandum of Agreement with the MUNICIPALITY OF MALAY, AKLAN, PHILIPPINES, on the above-stated areas beneficial to both local government units as well as to their constituents.
RESOLVED FURTHER, that a copy of this Resolution be sent to the Municipal Mayor of Malay, Aklan, Philippines for their information.
ADOPTED, this 7th day of August 2024, 2:42 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
