Resolution No. 453 series of 2024
A RESOLUTION AUTHORIZING THE LOCAL CHIEF EXECUTIVE, MAYOR ALLAN MARTINE S. DE LEON, MPA, TO EXECUTE A MEMORANDUM OF AGREEMENT WITH THE RESPECTIVE SCHOOL HEADS UNDER DEPED TAYTAY PERTAINING TO THE USE OF SCHOOLS AS EVACUATION CENTERS DURING WEATHER RELATED DISTURBANCES AND CALAMITIES
WHEREAS, public schools in Taytay, Rizal are often used as evacuation centers during the typhoon seasons and other calamities by affected families seeking temporary shelter;
WHEREAS, DepEd Order No. 033 s. 2021 entitled “School-Based Disaster Preparedness and Response Measures for Tropical Cyclones, Flooding and Other Weather-Related Disturbances and Calamities” was issued to guide public schools in preparing for and responding to the impacts of weather-related disturbances and calamities;
WHEREAS, DepEd Secretary Juan Edgardo “Sonny” Angara issued Memorandum No. 004 s. 2024, dated 25 July 2024, entitled “Reiteration of the Preparedness for Response Measures in Connection with the Combined Effects of Southwest Monsoon and Super Typhoon Carina”;
WHEREAS, Memorandum No. 004 s. 2024 states that:
“2. Moreover, should LGU request the use of schools as evacuation centers, all school heads shall adhere to the following measures:
a. Execute a Memorandum of Agreement with the LGU and the school on using the school as an evacuation center outlining the roles and responsibilities of LGU, school, and community members/occupants. LGUs should facilitate general cleaning, fumigation, payment of utilities, and repair of schools used as evacuation centers;
b. Gymnasiums, learning and activity centers, auditoriums, and other open spaces shall be utilized first; classroom shall only be used as a last resort; and
c. The use of school premises shall be as brief as possible (not more than 15 days)”
WHEREAS, floods caused by the most recent Super Typhoon Carina have temporarily displaced numerous households, necessitating the use of schools as evacuation centers;
NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, to hereby AUTHORIZE THE LOCAL CHIEF EXECUTIVE, MAYOR ALLAN MARTINE S. DE LEON, MPA, TO EXECUTE A MEMORANDUM OF AGREEMENT WITH THE RESPECTIVE SCHOOL HEADS UNDER DEPED TAYTAY PERTAINING TO THE USE OF SCHOOLS AS EVACUATION CENTERS DURING WEATHER RELATED DISTURBANCES AND CALAMITIES.
RESOLVED FURTHER, that a copy of the duly signed Memorandum of Agreement be forwarded to the Office of the Sangguniang Bayan Secretariat for proper filing.
RESOLVED FURTHERMORE, that copies of this Resolution be furnished to all concerned offices for their information.
ADOPTED, this 31st day of July 2024, 2:45 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
