Resolution No. 603 series of 2025

A RESOLUTION EARNESTLY REQUESTING THE LOCAL CHIEF EXECUTIVE MAYOR ALLAN MARTINE S. DE LEON, MPA, TO PRIORITIZE THE INSTALLATION OF BIKE RACKS IN ALL GOVERNMENT-OWNED AND MANAGED FACILITIES IN COMPLIANCE TO ORDINANCE 759 S. 2022

WHEREAS, a 2020 study conducted by the Municipal Planning and Development Office showed that a good number of Taytayeños bike commute, and that there is a strong need for bicycle infrastructures to promote active mobility within the municipality;

WHEREAS, Ordinance 759 s. 2022 also known as the Comprehensive Taytay Bicycle Ordinance of 2022 states that it should be the policy of the Municipal Government to “promote the use of bicycle as a mode of transportation and encourage its use by providing incentives and amenities for the safety of cyclists”;

WHEREAS, Section 14 of the aforementioned ordinance provides that “The municipality shall install bike racks in all public spaces within its jurisdiction which shall include (a) Government Offices and Facilities, (b) Public Elementary and High Schools, (c) Government-owned sports and multi-purpose facilities, (d) parks (where applicable), and (e) public markets”;

WHEREAS, the same section of the ordinance also provides that these bicycle parkings shall be “covered by CCTV cameras or a designated security personnel to ensure the security of parked bicycles and all of the bike racks”;

WHEREAS, the installation of bike racks, starting with government facilities, can also help government employees who bike to work, and encourage more employees to do the same and help ease parking and traffic problems within the premises surrounding government facilities;

WHEREAS, the installation of bicycle racks, starting with government facilities, shall set
good examples to the private sector as well, towards a more bike-friendly community;

WHEREAS, it is also the earnest prayer of this August Body that proper budget allocation shall also be provided for the further implementation of this ordinance in the coming years;

NOW THEREFORE, BE IT RESOLVED, as it is hereby resolved, by the 12th Sangguniang Bayan of Taytay, Rizal, in a session duly assembled, hereby EARNESTLY REQUESTS THE LOCAL CHIEF EXECUTIVE MAYOR ALLAN MARTINE S. DE LEON, MPA, TO PRIORITIZE THE INSTALLATION OF BIKE RACKS IN ALL GOVERNMENT-OWNED AND MANAGED FACILITIES IN COMPLIANCE TO ORDINANCE 759 S. 2022.

RESOLVED FURTHER, that a copy of this Resolution be furnished to all associated offices and parties concerned for their information and appropriate action.

ADOPTED, this 4th day of June 2025, 2:12 PM at the Sangguniang Bayan Session Hall, Municipality of Taytay, Province of Rizal.
